The social assessment specialists will (i) design, commission, and supervise the implementation of appropriate socioeconomic surveys on selected sample subprojects selected for the project; (ii) review/prepare a methodology, procedures and implementation arrangements for conducting social assessment for subsequent sub-projects to be financed under the project; (iii) undertake a comprehensive assessment of resettlement and land acquisitions practices under DRILP and RRRSDP, verify compliance with ADB’s
Involuntary Resettlement Policy (1995) and Nepal domestic laws and guidelines;(iv) draw lessons to be learned and propose practical and implementable options for improvement ; (iv) review/upgrade the resettlement plan prepared by DRILP for the core sub-projects ready for financing under DRILPII and if required prepare/review resettlement plans of trail bridge and supplementary infrastructure sample sub-project (iv) assess the presence of indigenous
people and ethnic minority groups in the areas to be concerned by the project; (v) prepare an indigenous people’s development framework for the project according to ADB’s Policy on Indigenous Peoples (1998) and Operations Manual section on indigenous people4 and, if required after guidance from ADB, prepare an indigenous peoples action and/or development plan in accordance with the approved framework for the core sub-projects ready for financing under DRILPII; (vi) lead with support from other members of the TA team the preparation of a summary of a poverty reduction and social strategy.
