Job Description

Postion: Social Protection Coordinator - TIPF

Location: Nairobi, Kenya (with travel to Mogadishu, Somalia)

Introduction

With relative political and security gains in recent years in Somalia, economic recovery, growth and resilience have been prioritised in Somalia’s National Development Plan (2017-2019). This has also been the emphasis in the New Partnership for Somalia (NPS), which sets out how Somalia and the international community will work together to meet Somalia’s most pressing political, security and economic needs and aspirations- The electoral process held at the beginning of 2017, brought a more representative government charged with urgent and core tasks including security sector reform, stabilization, economic recovery and political inclusion. In alignment with this vision, the European Union Delegation (EUDEL) in Somalia recently approved the Inclusive Local & Economic Development (ILED) Programme with € 83 million funding.

In Somaliland, its NDP II (2019-2021) highlights the need to focus on primary production, higher productivity and economic resilience to promote economic development and consolidate economic gains. The development of an inclusive financial sector, trade and investment facilities development of the private sector, access to finance for women and youth, and other marginalised groups were prioritised as key enablers to higher productivity and economic resilience.

Introduction Overall Objective fo the ILED Programme

The objective of ILED is to contribute to stability in Somalia by extending state authority and services, promoting local reconciliation and peace building, creating inclusive economic opportunities and protection of the most vulnerable. ILED complements and supports the External Investment Plan (EIP).

In the Somaliland context, the focus is very much on inclusive economic development,-increasing economic opportunities particularly through value chains development in the productive sectors, improving access to finance as well as capitalising on the Berbera Port development and the planned Special Economic Zone.

ILED has a territorially integrated approach to programming, so as to be able to combine in an integrated way the different instruments (political, security, operations and financial) and sectoral strategies and investments focusing on targeted corridors. This approach is to take into consideration the different contexts along the four corridors, and the need for prioritising and using different approaches in the different contexts. Based on rigorous analysis and consultation with wider Somali stakeholders, four corridors were selected for ILED to be implemented:

Juba River Corridor with an initial focus on Gedo and Kismayo regions

Shabelle River Corridor from Ethiopian border to the Lower Shabelle regions

Central-North Corridor: Galmudug-Puntland towards Bossaso

Somaliland Corridor: Burao-Berbera-Hargeisa-Borama

Results of ILED Programme

The ILED Programme has three specific reinforcing results which will be prioritised differently in different contexts in Somalia/Somaliland:

Result 1: Stabilization and Local Governance: Increase the reach and legitimacy of local and municipal authorities, and their capacity to provide services; promote reconciliation and peace building, including by addressing drivers of conflict and deliver peace dividends;

Result 2: Inclusive and Sustainable Economic Growth: Revitalize and expand the local economy with a focus on livelihood enhancement, job creation, and broad-based inclusive growth, with a particular focus on opportunities for women and youth. this result has three sub-components:

Component 1: Enabling environment to mobilise investment, improve access to finance, and essential services for private sector development

Component 2: Human skills, Labour Markets and Entrepreneurship

Component 3: Strengthening competitive, inclusive and resilient value chains

Result 3: Protection of the Most Vulnerable: Provide social safety nets to vulnerable people to contribute to strengthening their recovery and resilience

Under the Inclusive Local and Economic Development (ILED) programme, the Territorial Integration and Planning Facility (TIPF) was established to provide technical advice and operational support to the European Union Delegation to Somalia and as well as to government counterparts. The TIPF will ensure synergies with other donors and programmes, will help identify territorial priorities across four target corridors, and will conduct context, sectoral and political economy analyses in order to allow the ILED programme to address critical gaps The TIPF is specifically tasked to achieve the following results:

Support for the coordination and management of ILED Programme in all corridors

The services will include coordination of SSN DWG, analytical work on social protection and Real Time Learning. The TIPF project is to independently verify the impact, efficiency, and effectiveness of the Social Transfer project, and to advise the EUDEL and the DWG on whether adjustments in approaches need to be made.
