As this is an international position, the specialist will be expected to rotate between country assignments every 3 to 5 years

The Inter-American Development Bank (IDB) is the leading source of multilateral financing for regional development in Latin America and the Caribbean (LAC). It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.

The IDB is currently looking for a Social Protection Specialist/Senior Specialist to join the Social Protection and Health (SPH) Division ascribed to the Social Sector (SCL) Department under the Vice-Presidency for Sectors and Knowledge (VPS). Guided by the Chief of SPH, the Social Protection Specialist / Senior Specialist will contribute to both the SPH operational and economic and sector work program in the LAC Region.

SPH is tasked with the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers and services for social inclusion which include: early childhood development, youth programs, care services for dependency, among others), health (health capital investment strategies, health networks strengthening, health system financing, organization and performance, etc.) and nutrition.

Key responsibilities:

  • Lead or participate in the origination, conceptualization and preparation of operations in the social protection area in coordination with other team members and respective authorities.
  • Lead or assist, in coordination with all relevant parties (executing agencies, fiduciary specialists, among others), the supervision of the execution and the monitoring and evaluation of operations in for which the Bank has approved financing.
  • Develop detailed plans to proactively respond to complex execution issues in the execution of IDB financed operations.
  • Lead or participate in the preparation, submission, processing and negotiation of operational and non-operational documents for approval by various levels of management and the Bank’s Board of Directors in accordance with established procedures.
  • Develop and apply innovative economic and/or sector analytic work (e.g. public expenditure reviews, impact evaluations, sector assessments) to support the preparation of country, sector and regional strategies, loan operations and technical assistance programs in the social protection area.
  • Coordinate with and support the activities of the Inter-American Development Corporation, within the IDB Group, in the social protection area.
  • Manage project teams and resources effectively.
  • Promote improved service to clients by gaining their feedback and adjusting IDB approach accordingly.
  • Provide input to prepare business plans and budgets for the accomplishment of SCL/SPH and of IDB Honduras Country Office (CHO) work program, and reporting on progress to internal and external stakeholders.
  • Build networks and coordinate activities with social protection specialists in other multilateral and bilateral institutions to promote coordination and cooperation initiatives.
  • Education: Master’s degree in Economics, Applied Economics, Public Policy, Public Administration or other related disciplines.
  • Experience: At least 4 years of relevant professional experience. Preference will be given to candidates with demonstrated expert leadership and proven experience in: (i) the design, supervision and evaluation of social protection programs; (ii) the development and implementation of economic and sector analytical work in the areas of social protection; (iii) leading policy dialogues on social protection topics with government and non-government actors; (iv) sector strategy formulation; and (v) managing teams on complex projects. A record of publications on social protection topics is preferred.
  • Language: Proficiency in Spanish and English. Portuguese or French would be a plus.

Technical Competencies:

  4. Project Analysis and Design: Conceptualizes, prepares and participates in the approval of projects and programs (loans and technical cooperation), in coordination with other team members and the respective authorities.
  5. Change Management: Formulates and implements integrated change proposals to contribute to sector modernization and transformation in borrowing countries.
  6. Project Supervision: Effectively supports the execution of projects and programs to maximize their results.
  7. Monitoring and Evaluation: Designs and implements effective monitoring and evaluation methodologies for projects and programs.
  8. Knowledge Management and Dissemination: Effectively shares and disseminates economic/sector knowledge and learning experience to enhance the relevance of the IDB to borrowing countries and the region.
