Nepal Resident Mission
1. JOB PURPOSE:2. EXPECTED OUTCOMES:To support Nepal Resident Mission (NRM) in developing, implementing and administering social safeguard aspects (related to. resettlement and indigenous peoples policies) in ADB operations, including investment projects (loan/grant), technical assistance projects and non-lending products and services. Work with clients, project teams and other relevant stakeholders on issues related to ADB’s social safeguard policies.
3. EDUCATION REQUIREMENTS:Provides information and analyses on social safeguard aspects in developing country/sector policies, strategies and programs.
Participates in project processing missions, as needed, and provide relevant inputs on social safeguards, including preparation of terms of reference for social impact assessment and necessary social safeguard planning documents.
Provides social safeguard review and technical support to project implementation teams to enhance project quality and compliance on social safeguards in ADB operations in the country.
Advise Government agencies, project sponsors, consultants and non-governmental organizations on ADB’s social safeguard policies (resettlement and indigenous peoples), guidelines, procedures and best practices and assists them in preparing appropriate frameworks, plans and actions to address these issues during project development and implementation.
Participates in project/safeguard review/supervision missions and administration of the loans and TA projects to assess compliance on ADB’s social safeguard policies, guidelines, recommendations in safeguard planning documents, and related loan covenants and address implementation issues identified during project implementation.
Undertakes reviews on progress/monitoring reports on social safeguards for ongoing projects in the country.
Liaises with relevant divisions in Regional and Sustainable Development Department (RSDD) and regional department on social safeguard policies compliance requirements.
Interacts with government, civil society, other international/local organizations, and other project stakeholders.
Participates in the annual country portfolio and program review mission and assists in conducting country portfolio reviews as necessary.
Undertakes related assignments as needed.
4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:Bachelor’s degree in Applied Social Science (e.g. Sociology, Environmental Management, Anthropology) or other related fields; master’s degree preferred.
5. CORE COMPETENCIES:Suitability to undertake the responsibilities mentioned above.
At least 5 years of experience in safeguard assessments, planning and implementation, and monitoring.
Understanding of the social safeguard (involuntary resettlement and indigenous peoples) policies and procedures of multilateral development organizations. Strong capacity to communicate with government agencies, local communities, civil societies and other stakeholders. Skills in social and institutional analysis.
Strong interpersonal skills and teamwork, including ability to develop rapport in a multicultural environment. Experience in facilitation of decision making, planning and conflict management. Strong planning and organizational skills. Ability to handle multiple tasks within given time constraints.
Proficiency in computer applications, especially word processing, spreadsheets, and e-mail.
Strong oral and written communication skills in English.
Familiarity with local languages and institutions.
