Position: Sociological Survey Specialist
Program: Europe and Eurasia Division – Central Asia Republics (CAR)
IFES is seeking resumes from qualified candidates specializing in polling to support on-going civil society programs in the Central Asia Republics (CAR). The Sociological Survey Specialist will support IFES efforts in a multi-year survey program in coordination with our Senior Program Officer for CAR, IFES’ Applied Research Officer, and IFES/CAR field personnel. It is expected that the Specialist’s services will be required for approximately 40 days per calendar year through March 2005.
Duties: The Specialist will also be responsible for: - Development of a field instrument for regional surveys in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, responsive to the needs of IFES; - Collaboration with the local fieldwork contractors to design a sampling protocol appropriate to IFES’ needs for this survey and provide instructions to the fieldwork contractors on the drafting of the Methodological Report for the survey; - Provide guidance to the local fieldwork contractors on the data processing aspects of the project; work with the fieldwork contractors to design a coding frame for the data file and develop open-end codes following fieldwork. S/he will also provide the fieldwork contractors with consistency checks for the draft data file as well as instructions for adjustments ensuring that the data file is up to specifications before approving and finalizing the data file; - Using survey results, s/he will prepare an analytical report which identifies prevailing public opinions, differences among demographic and attitudinal groups, and reporting on the attributes (including, but not limited to, demographic, attitudinal, and personal preferences) allowing the placement of individuals into distinct sociological groupings; longitudinal comparison of data will also be required in the analysis; - Will travel to all relevant CAR countries to meet with funder and contracted sociological firms on/about March 22, 2003; - Upon the request of IFES, s/he will participate in scheduled briefings and meetings on the survey and prepare graphical presentations on the survey findings with selected audiences.
Qualifications: A successful candidate will have at least 5 years of specific sociological survey experience, preferably in Central Asian countries; an understanding of the polling process; a familiarity with local survey firm engagement and project oversight; knowledge of survey design and development; and an international/regional background.
