The Millennium Challenge Account Nepal (MCA-Nepal) has received a grant from the Millennium Challenge Corporation (MCC) (the “Compact”) in an amount of US$500 million and intends to apply part of the proceeds toward payments under the contracts to be awarded for Soils Stabilization and FDR Expert.

MCA-Nepal invites proposals from eligible individual consultants to provide the consultant services as “Soils Stabilization and FDR Expert”.

The required qualifications for the Individual Consultant to be considered are mentioned below. However, detailed Terms of Reference (TOR) is included in the LOI documents but among other requirements.

# Required Qualifications

  1. Master’s degree in Civil Engineering, PhD is highly preferred.
  2. A minimum of fifteen (15) years of experience in cement stabilization design and full depth reclamation of pavements.
  3. At least ten (10) relevant projects designed and completed over the last 15 years. References required from road agencies with names, phone and contact e-mail.
  4. Experience in the development of relevant cement stabilization and full depth reclamation design manual (s)

or

At least three (3) publications in relevant and accredited peer reviewed engineering journals is mandatory;

5 Fluency in written and oral English is required

Procurement will be conducted through the Individual Consultants procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible bidders or consultants as defined in the PPG.

The Consultant must submit their request to MCANepalPA@cardno.com with cc to MCANepalPA@mcanp.org.

The consultants who has submitted written request via email will be provided with the complete set of Letter of Invitation (LoI) documents and a Dropbox File Request Link (FRL) where the consultant shall upload the complete set of application files (Application/Cover letter, CV in one pdf file, and financial proposal and Biographical data sheet (password protected) in second pdf file using the four (4) forms provided). The consultant shall submit his proposal no later than 25 April 2019, 15.00 Hours Nepal local time (GMT+5.45). Proposals shall be submitted only via File Request Link (FRL) provided to the consultant by email. The submission through other means such as hard copy or email shall not be accepted. The provided file request link (FRL) for uploading the proposals will expire on the date and time of the deadline for submission, thus no late proposals will be received. Detailed procedure for submission is mentioned Annex 1 of the LoI document.
