Established in 1951 to study the epidemiological situation and fight rinderpest in Africa, IBAR is today mandated by the AU to support and coordinate the improvement of animals as a resource for human wellbeing in the Member States of the Union and to contribute to economic development, particularly in rural areas.
Job Description IBAR and the European Commission entered a partnership to support African countries with the implementation and quality control of their Integrated National Action Plans to prevent and control avian and human influenza. The Support Programme to Integrated National Action Plans (SPINAP-AHI) is implemented over a period of 36 months in 47 African ACP countries.
To strengthen Regional Animal Health Centres (RAHCs) and participating countries’ capacities to deal with avian and human influenza, IBAR establishes a project coordination unit, for which it seeks to fill vacancies of six expert positions.
Candidates should at least have 10 years of relevant professional experience in an international development environment, preferably in a project set-up. Fluency in English or French and a good working knowledge of the other language as well as strong negotiation and problem solving capabilities are desirable. For salary scales AU rules and regulations apply.
The SPINAP Programme Coordinator provides general direction and day to day management of the programme. He/she reports to the head of IBAR’s Animal Health Unit. The position is based in Nairobi with frequent travel to ACP countries.
Tasks and key responsibilities - Plan activities and develop working procedures with the Programme Coordination Unit (PCU) members, IBAR (Director, Animal Health Unit (AHU), Information and Communication Unit (ICU) and Project Support Unit (PSU)) and the Public Health Expert (PHE), the regional programme coordinators and the managers of the Regional Animal Health centres (RAHCs), the steering committee as well as the task force managers of eligible countries - Assure effective use of the programme’s human, financial and technical resources - Brand the programme and liaise with IBAR, WHO, steering committee, donors, RAHC coordinators, ALive-eligible countries and all other identified stakeholders during the execution of the programme - Assure timely and efficient processing of funding requests and their scrutiny by the necessary technical services - Assure timely and efficient submission of dossiers for approval by the steering committee - Monitor execution of the programme - Assure effective communication to all stakeholders on the programme or wider technical issues - Identify technical or functional problems and implement corrective measures if required - Recommend amendments to assure that programme objectives can be met - Recommend termination of the programme if conditions do not allow for the programme to achieve its objectives. - Prepare reports according to agreed formats and standards to IBAR, steering committee and donors - Assure donor and IBAR visibility
Experience - At least 10 years of proven experience as a project/programme coordinator/manager, ideally in a development cooperation environment - Working experience of at least 5 years within the livestock sector in Africa - Relevant working experience and knowledge of the African Union (or OAU), experience with IBAR an advantage - Working experience within a project environment of the European Commission an advantage
Qualifications - Degree in animal production, veterinary science or development cooperation - Postgraduate degree an advantage
