Description: The U.S. Department of Agriculture (USDA) will enter a contract for services that will result in the successful bidder providing Sanitary and Phytosanitary (SPS) coordination, training, advising, technical services, advocacy, and trade assistance to the private sector and public sector officials in the region. The selected candidate will provide one or more full-time equivalent Regional SPS Coordinators who will work closely with the USDA and USAID, and other stakeholders. The SPS Coordinator will develop and implement programs and activities under plant health, animal health, and food safety in order to increase the regional and global competitiveness and expansion of agricultural trade from Southern Africa. The SPS Coordinator will also work with the public and private sectors, contributing to a collaborative strategy to increase trade flows and investment in agriculture for Southern Africa.

The SPS Coordinator will provide support to both bilateral and regional trading organizations by addressing SPS issues; supporting pest and disease surveys; addressing the need for diagnostics and international reporting requirements; assisting stakeholders to meet U.S. import requirements; and enhancing private and public sector cooperation to increase the technical capacity of countries exporting within the region and internationally.

It is expected that the work of the SPS Coordinator will result in building a network of importers, producers, exporters, academia, and regulatory authorities in order to increase trade flows and investment in agriculture; supporting related legislation that has been passed and implemented; and realizing export opportunities for new agricultural products.

Qualifications:

The contractor(s) will be selected based on 1) the quality and extent of staff and their knowledge and ability to address SPS issues, 2) the qualifications of the staff proposed in terms of advanced degrees in a relevant field, and 3) extensive Southern Africa experience. The applicants will be reviewed in terms of trade and commercial knowledge, cost effectiveness of the proposal, innovation related to their approach, and ability to clearly state the problem and propose solutions to addressing agricultural trade impediments and opportunities for Southern Africa. Working knowledge of U.S. regulations governing the importation of agricultural products is also required.
