Job Description

JOB SUMMARY:

CARE seeks a strategic, collaborative results driven technologist to driven digital transformation and CARE multi-year technology roadmap across Enterprise platforms and digital solutions. The successful candidate will bridge the gap between CARE’s strategy and implementation across Enterprise systems and Country Office’s digital solutions and drive the adoption of global standards, digital toolkits, and compliance to new and emerging   data security and privacy requirements. S/He works with senior management and stakeholders to define project scope, goals and deliverables in support of digital transformation roadmap. The Sr. manager reports to the Senior Director of Global Digital Solutions will be directly responsible for a small team of professionals and will be required to manage relationships in a matrixed environment. The Sr. manager will interact with a wide range of stakeholders including country office staff, regional offices, vendors, vendors and consultants.

RESPONSIBILITIES:

Support the multi-year technology roadmap for Enterprise platforms and global digital solutions.

  • Support the multi-year technology roadmap for Enterprise platforms, Global Digital Solutions across Regional/Country offices.
  • Champion and drive adoption of Digital toolkit/Solutions. Lead end to end delivery of digital tools establish best practices and oversee application development across internal teams and vendors.
  • Drive adoption of data standards, data governance, compliance and data security in partnership Cyber Security and Regional Offices/teams.

Serve as the product owner for Global Digital Solutions toolkit, build community of practice, drive adoption and use of Digital Solutions.

  • Develop messaging and positioning, demonstrations, and communications to support adoption and use of Digital tools. Build a regular cadence of promoting the adoption of the Digital Toolkit across Country Offices.
  • Build trusted relationships with regional/country IT teams and project leaders to drive adoption of digital toolkit.
  • Lead end to end delivery of digital tools, manage test, upgrades, releases across internal teams and partners.
  • Manage external partners, define clear SOW, KPIs and SLAs. Establish best practices across continuous improvement across internal and external teams.

Leads cross -functional orchestration across Country Offices, Operations, Digital, and other stakeholders to drive execution of digital transformation plan.

  • Leads cross functional teams in the modernization of Country Offices enterprise technologies. Works across teams to ensure Enterprise systems meets established technical standards.
  • Leads change management interventions to drive adoption of cloud technologies, and data standards.
  • Provide thought leadership on enterprise systems and lead Digital Intake process for Country Office requests from discovery to solution implementation.
  • Builds teams skills and capabilities in new and emerging technologies.

Required Qualifications:

- 12+ years in enterprise applications/product ownership, with 5+ years leading digital portfolios in a complex, global matrixed environments.
- Proven success in planning and delivering digital products adoption across international development/social impact/public benefit global organizations.
- Expertise in SDLC, DevOps/CI-CD, cloud architectures, API integration, and data design; strong governance execution with security & risk controls.
- Strong stakeholder management and vendor leadership; ability to align technical roadmaps to business outcomes.
- Understanding of emerging applications of Artificial Intelligence in international development, especially in the context of LMICs (e.g., leveraging Machine Learning, Generative AI, Large Language Models, Natural Language Processing, Neural Networks,
- BS/BA in a STEM field, Graduate degree in or closely related field or equivalent work experience required.
- Ability to speak French/Portuguese/ Spanish desirable.

Preferred Qualifications:

- Strong team player, with ability to build relationships quickly. Very strong communication and presentation skills.
- Deep understanding of global and local technology needs and operational requirements to scale and sustain digital solutions.
- Leading virtual and geographically diverse teams working on a complex portfolio of technologies.
