Job Description

The USAID-funded Global Health Technical Assistance and Mission Support Project (GH-TAMS) is seeking candidates for staffing surge /HR assignments with the USAID Bureau of Global Health.

Background

This consultancy supports the Office of Professional Development and Management Support (PDMS) of the Bureau for Global Health (GH) with a special emphasis on supporting the Office of HIV/AIDS. The PDMS office manages a wide range of activities in support of Global Health staff, including: training and professional development and organizational development, recruitment and placement advisory services, workforce analyses, position descriptions and Statements of Work (SOW), performance management and awards, liaising with the Bureau of Human Capital Talent Management (HCTM) and Office of Acquisition and Assistance (M/OAA), and managing Institutional Contractors and Fellows to provide for both Direct and Non-Direct Hire staff for the GH Bureau. PDMS also provides all logistic and systems support to GH Bureau staff, including: space planning and assignments; network, remote and telephone access; equipment and supplies; interface with the Office of Security (SEC) for security clearances and badges; and maintenance of Vital Records, Emergency Contact Information, Continuity of Operations Planning (COOP) and Emergency Procedures.

The objective of this consultancy is to support PDMS’ urgent staffing actions for both direct hire and non-direct hire positions across the Bureau of Global Health with an emphasis on prioritizing PEFPAR-funded staff in the Office of HIV/AIDS. The consultant will also work across the bureau in support of hiring actions in the various offices of the Bureau of Global Health.

Duration: The level of effort of the position is 120 days over a six-month assignment duration.

Location: Bureau of Global Health office, Washington, DC, remote work approved as needed.

** Note: The ability to be granted USG security clearance is required **


Role and Responsibilities

USAID seeks the services of several consultants with experience in a wide range of administrative and management duties as GH experiences a surge of civil service, foreign service limited, and institutional contractor recruitments. The consultant will work in support of the lead Administrative Management Officer in PDMS on administrative, human resources and program support services including position description preparation, classification, and recruitment across a wide range of hiring mechanisms amongst other duties in support of PDMS functions to the Bureau of Global Health.

Tasks:

  • Work on a broad range of Human Resources issues including the preparation of civil service position classification and recruitment packages and preparing Foreign Service Limited recruitment, appointment, and extension packages for the Office of HIV/AIDS under the guidance of a GH/PDMS AMS officer, who will review and process all final packages.
  • Supporting COR/AORs on administrative hiring actions for institutional hiring mechanism with a focus on prioritizing positions that support the Office of HIV/AIDS.
  • Develop recruitment packages for Foreign Service National positions
  • Monitor and evaluate a full range of administrative activities to provide efficient and effective support for the organization’s mission programs and to provide advice and technical assistance to managers and supervisors on a wide variety of administrative program areas; make recommendations for program and procedural improvements.
  • Formulate and recommend revisions of the organization’s specific human capital/talent management policies and procedures to improve performance and employee welfare.
  • Development, data collection, production and presentation of cross-cutting administrative management information, such as current staffing, planned recruitment and space needs implications, to include strategic recommendations.
  • Support the AMS Office in the coordination of a variety of human resources functions, including such areas as: position management; recruitment coordination; performance evaluation; awards recognition, employee training programs, and other areas.
  • Serving as a liaison between hiring managers in GH and PDMS to facilitate recruitment and tracking recruitment processes through the various administrative levels of the organization.
  • Support the AMS officer in the review of agency and government-wide policies and directive materials, and support follow up actions necessary to implement new or revised policies or procedures to ensure the organization’s compliance
  • Track, analyze and maintain a wide range of financial management instruments pertaining to budget obligations and expenditures, financial projections, and inter-agency and multi-year funding sources
  • Provides support as needed to other management services provided by PDMS including administrative management matters related to supplies, property, office moves, and general services delivery. Manages difficult administrative requirements for expendable and non-expendable property, information management, and space management that often require innovative solutions.


Qualifications

  • Experience in the review and evaluation of human resources and talent management systems
  • Experience in processing direct hire and non-direct hire staffing packages, or the ability to learn with minimal supervision
  • Experience working with HR database systems and HR data analysis
  • Familiarity with the MCLASS staffing classification system
  • Ability to work across multiple offices in GH and with many different HR points of contact
  • Ability to secure Secret level clearance

The Global Health Technical Assistance and Mission Support Project (GH-TAMS) is a five-year USAID-funded activity providing the Bureau of Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency's foreign assistance global health mission. With start-up in the fall of 2019, GH-TAMS follows the success of the Global Health Program Cycle Improvement (GH Pro) Project.

GH-TAMS technical assistance covers a broad range of technical areas and cross-cutting issues such as HIV/AIDS. family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, M&E and strategic planning.

Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
