SUMMARY OF THE PROJECT

The Cambodia Australia Partnership for Resilient Economic Development (CAPRED) is Australia’s flagship economic development Program in Cambodia which is primarily aimed at encouraging more inclusive public and private investment, and promotes sustainable, inclusive and resilient growth. The overall goal is a resilient, inclusive, sustainable economy (RISE) for Cambodia. CAPRED focuses on three technical pillars: Agriculture and Agro‐processing, Trade, Investment and Enterprise Development, and Infrastructure Services; and three cross-cutting areas: policy, Gender Equality, Disability and Social Inclusion (GEDSI), climate resilience. GEDSI is at the heart of everything that CAPRED does. CAPRED is funded by the Government of Australia (GOA) through the Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International.

CAPRED is the subject of a Subsidiary Arrangement between the Royal Government of Cambodia (RGC) and GOA. RGC’s coordinating ministry is the Ministry of Economy and Finance (MEF).

SUMMARY OF THE POSITION

The Stakeholder Liaison Officer will work under the guidance of the Chief Operations Officer and in coordination with the Facility Director. Their primary responsibility is to ensure the effective collaboration and act as focal point for communication with the RGC and CAPRED. The Stakeholder Liaison Officer with ensure the smooth coordination of and effective functioning of governance arrangements with all relevant RGC ministries by ensuring efficient and effective liaison with the Program Steering Committee, Strategic Coordination Group, Government Liaison Officers and relevant government departments. The Stakeholder Liaison Officer will also work collaboratively with DFAT counterparts as and when required.

KEY RESPONSIBILITIES

Leadership

· Act as primary focal point to coordinate activities with all relevant ministries and agencies especially those appointed to the governing committees of CAPRED.

· Lead secretariat support to all governance committees including the preparation and circulation of all meeting requirements.

  • Advise CAPRED Facility Director and Domain leads on government policy related to respective implementation areas.
  • Lead in solving any relationship issues, if and when they arise.

Stakeholder relationships

  • Manage stakeholder relationships and secure cooperation and support from external partners and clients.
  • Advise senior management of critical intelligence on state of political affairs.
  • Ensure efficient and effective liaison with the Program Steering Committee (PSC), Strategic Coordination Group (SCG), Government Liaison Officers (GLOs) and relevant government departments.
  • Support the effective functioning of the PSC, SCG, GLOs and other domain level technical working groups.

Technical

· Facilitate and follow up on all meetings with government partners at all levels.

· Ensure active follow-up on outstanding applications filed with government partners, responding to queries from authorities in a timely manner.

· Work with authorities to secure all required authorisations and permissions to facilitate smooth implementation of CAPRED’s activities.

· Circulate regular CAPRED reports and information relevant to ministry officials. This includes coordinating inputs and endorsement from stakeholder counterparts of CAPRED’s Annual Work Plans (AWP) and Progress Reports.

· Assist in the organisation of program field trips and events in which government representatives participate.

· Work with relevant ministries to facilitate issuing of visas for international staff as and when required.

Compliance

· Coordinate with the Facility Director and domain leads to ensure the operational implementation, communication, and liaison of the CAPRED governance structure and work programs are carried out according to Memorandum of Arrangement (MSA) and other rules and regulations.

· Actively monitor for compliance and report to CAPRED management any issues that arise.

· Assist in the coordination of the Program’s assets handover process to the intended Government Counterparts, at the Program end or any other time as required by DFAT.

· Ensure that relevant CAPRED policies and procedures are followed among counterparts.

· Work in a way that promotes social inclusion and gender equality, is sensitive to cultural and gender issues in Cambodia, and is disability inclusive.

JOB REQUIREMENTS

  • A Bachelor’s degree in a relevant field.
  • At least 3 years of experience in government liaison, public relations, or a related field.
  • Excellent communication and interpersonal skills.
  • Strong organisational and time management skills.
  • Knowledge of government policies and procedures.
  • Experience in program coordination and implementation.
  • Knowledge and/or work experience in any of technical pillars and/or cross cutting areas is a plus.
  • Demonstrated knowledge of the political economy in Cambodia.
  • Ability to work collaboratively and independently when required.
  • Proficiency in written documents in Khmer and English languages.
  • Deep personal commitment to producing results.
  • Demonstrated ability to lead challenging and complex projects.
