Job Description

PURPOSE AND OBJECTIVES

The purpose of this assignment is to support RTCZ to develop a strategic plan that will guide current and future interventions. The process will involve a detailed background analysis to set the foundation for articulating the strategic options guided by the country’s context and RTCZ’s organisational strengths.

Specific Objectives

1. To validate, through a consultative process with key stakeholders, the vision for RTCZ.

2. To define strategic goals and establish indicators to measure them.

3. To review and update stakeholder communication plan for the strategic planning exercise.

4. To engage stakeholders appropriately at the following stages of the process:

a) Clarification of the vision for the strategic plan;

b) Formulation of solutions;

c) Transformation into a plan;

d) Finalisation of the Strategic Plan.

5. To define initiatives to resolve recurring issues and problems as well as root causes identified in the assessment. Include quick-wins, medium and long-term solutions.

6. To develop a resource mobilisation strategy.

7. To review and align the organisational structure to the strategic goals and components.

SCOPE AND FOCUS OF THE ASSIGNMENT

The scope and focus of the assignment is to support RTCZ and its stakeholders in a technically grounded, consultative and participatory planning process, to include extensive consultations with public sector partners and the private sector. The substantive outcome will be a five-year strategic plan for the period 2022 - 2027 in line with RTCZ’s mandate, and including institutional arrangements, specific activities, proposed programmes, timelines, targets, and a detailed costing.

The strategic plan development will start with a detailed context analysis through document review and consultations with stakeholders. The consulting individual is expected to develop an analysis framework and work plan to guide the assessment and the development of the strategic plan. The plan should clearly indicate the key strategies and sub plans for the different organisational pillars. The strategic Plan should also include a SWOT analysis which will clearly indicate the Strength, Weakness, Opportunities and Threats and how all the RTCZ programme components can be managed for the success of the 2022-2027 Strategic Plan.

Furthermore, the Consultant will develop a clear theory of change and resource mobilization framework, which should be one of the key components of the Strategic Plan in line with RTCZ Mission and Vision.

The scope of work for the Consultant will include but not be limited to:

a) Through a consultative process and application of an appropriate tool of analysis, identify/select the final focus areas and develop strategic objectives and key result areas for the same;

b) Propose a strategy for achieving the strategic objectives and key results;

c) Develop a Results and Resources Framework for the plan period;

d) Hold stakeholder meeting to validate the draft Strategic Plan;

e) Finalize Strategic plan .

QUALIFICATIONS AND EXPERIENCE

• A minimum of a post-graduate University degree in Economics, Public Administration, Public Finance or equivalent OR

• Training in a field related to Public Sector Governance and Management; Strategic Management or Organisational Development, with a preference for a graduate degree and relevant professional certification

• Prior consultative engagements of a similar nature and experience in project management as demonstrated in previous assignments

• Familiarity with other international public sector modernisation initiatives (3 years)

• Excellent and proven analytical skills

• Excellent and proven English writing skills

• Strong interpersonal skills – including but not limited to – the ability to work under pressure with restrictive timelines and to establish and maintain effective working

• Relationships with people;

• Ability to take initiative and to work independently – as well as – part of a team;

RTCZ is headquartered in Lusaka and has supported projects in Northern, Muchinga, Luapula, Eastern, and Southern Provinces.

In order to expand and sustain its operations in Zambia, RTCZ wishes to engage an individual consultant to facilitate the strategic planning process that will guide the company for the next five years. The result should lead to a strategic plan with clear deliverables, key milestones, and direct guidance on implementation to strengthen RTCZ’s mission and vision in Zambia.
