GH-TAMS is seeking senior consultant candidates for workforce development activities described below. Level of effort for selected consultants will likely be part-time and over a three-month period. The assignment will be hybrid (virtual with short trips to Washington D.C.) and conducted by a two-person team. Start date is approximately early July 2024.
The assignment’s objective is to support the development of the Global Health Bureau workforce plan and a roadmap / guide for implementation of the plan. The overall aim is improving how the GH Bureau aligns its staffing with its robust global health mission and its priorities and funding, and improving how the agency addresses vacancies in civil service positions and enhancing representation of diverse groups in the workforce. .
Assignment Responsibilities
Desk review of key documents and workforce data; familiarity with Agency’s workforce planning cycle (draft ADS 417)
Interviews and/or group consultations with GH Bureau and Agency Stakeholders/subject matter experts (GH Bureau Office of Professional Development and Management Support who lead and implement our staffing action; HCTM Workforce Planning team, Bureau leadership including office directors, Other bureau workforce leaders, etc.). Collate feedback from consultations and discuss main findings with GH DAA/GH workforce team and ideas for how this informs development of the draft GH workforce plan.
Draft a Global Health Bureau Strategic Workforce Plan, including recommendations/roadmap for implementation.
Preparation and submission of an end of assignment report on completion of the assignment including finalizing all deliverables.
Qualifications
At least six years of experience advising, developing, analyzing workforce strategic plans
Experience with implementation of workforce planning cycle
Experience advising/ overseeing talent management analytic tool development
Experience with federal government workforce systems/hiring mechanisms a plus. Previous workforce or organizational development experience with USAID is particularly helpful.

(IBTCI), is the prime contractor implementing the $125 million USAID-funded Global Health Technical Assistance and Mission Support Project (GH-TAMS) activity. Along with its subcontractor, Dexis Consulting Group (Dexis), IBTCI provides the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency's foreign assistance global health mission (October 2019-October 2024). GH-TAMS technical assistance supports over 65 Missions and 19 GH Offices and other Bureaus covering a broad range of technical areas and cross-cutting issues such as HIV/AIDS, family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
