Strategy Coordinator: Rights Resilience Response and Humanitarian

Job Description

JOB PURPOSE: A postholder is ought to support the operationalisation within and across OGB and delivery of Oxfam GB’s programmatic priority areas of focus for the next 5 years. The postholder will divide their time between Rights, Resilience, Response (RRR) 0.5 Full Time Equivalent (FTE) and Humanitarian 0.5 FTE. They will provide coordination, project management and administrative support to ensure the operationalisation and delivery of Oxfam’s cross-organisational strategic thematic priorities.

DIMENSIONS OF THE ROLE

• Management of significant operational processes: holds the overview of budget, relevant project management systems and processes contracts and expenditure.

• Acts as a focal point: communicates organisation wide, works across Divisions and develops relationships with teams across the organisation and externally.

• Required to have overview of planned RRR deliverables and humanitarian responses; tracks, monitors progresses and collates information for multiple purposes.

• Solves diverse problems in defined area.

• Supports the workstream to integrate values-based learning and accountability mechanisms into their ways of working.

KEY RESPONSIBILITIES

Support to the Oxfam GB Humanitarian Lead and RRR Management Team:

• Support with the development and delivery of the RRR workstream as a cross-organisational initiative, working with the Lead to hold the timeline and deliverables for the strategy work, monitor and follow up on progress of workstream commitments. Support the Lead to monitor and manage gaps, interdependencies and risks.

• Support the establishment and monitoring of workstream values and ways of working.

• Lead the management and reporting of financial flows. Ensure the Leads have adequate oversight of the budget, and lead on disbursement and tracking of funds.

• Effectively manage Programme Implementation Plans (PIPs) on the Oxfam Programme Accountability and Learning (OPAL) programme management tool and contract management on CRIMSON, Oxfam GB’s donor contract management system.

• Understand and implement reporting requirements for restricted funding.

• Manage the contracting of consultants and other suppliers.

• Act as a key focal point, working closely alongside the Team Support Executives, who provide administrative support to ensure effective holistic support and delivery.

• Undertake discrete projects as required.

• Work in support of other team’s priorities including the wider Oxfam confederation teams in other countries.

• Deputise for RRR team members when needed. Information, communications and focal point for Oxfam GB teams

• Providing a link between the Oxfam humanitarian response and public facing teams in Oxfam GB to ensure smooth coordination and alignment.

• Design and produce regular, informative communications products on humanitarian responses and RRR progress to public facing Oxfam GB teams and for all staff internal communications.

• Regularly update key information on responses and RRR progress on internal Oxfam communications channels (e.g. Workplace and Compass).

• Coordinate the development and delivery of an internal communications, socialisation and engagement plan and reporting schedule.

• Developing briefings to inform the prioritisation of programmes and to brief senior managers

• Develop and maintain information management systems to ensure key Humanitarian, RRR and workstream information is stored and easily accessible.

• In coordination with RRR team members, act as a focal point for the strategic area to other teams in Oxfam GB to ensure coordination, alignment and sharing of best practice. Representation and engagement on Oxfam GB’s humanitarian work externally

• Support the Humanitarian Lead as a central contact and programme focal point to the Disaster Emergencies Committee (DEC) and support programmatic discussions.

• Present and represent Oxfam’s humanitarian work externally where requested .

Experience, Knowledge & Competencies

In addition, an ideal candidate will also have:

• Prior experience of humanitarian and development funding, programmes and/or project delivery.

• Previous project management experience and ability to develop and maintain project management and administrative systems.

• Solid project management and/or change management experience in the international aid or voluntary sectors.

• Solid interest in humanitarian and development or peacebuilding initiatives, ideally focussed on fragile and conflict-affected contexts.

• Experience managing complex processes with many interdependent parts, multiple stakeholders and competing priorities.

• Proven ability to work accurately with attention to detail and to produce clear written communications.

• Knowledge of systems for effective communications and knowledge management.

• Fluency in written and spoken English, verbal communication is confident and appropriate

• Strong team working skills and ability to work both in a team and independently; ability to take the initiative

• Proven ability to organise, plan and prioritise work and to deliver well under pressure, juggling multiple tasks

• Desire to develop skills and learn; ability to work flexibly and adapt readily to change

• Ability to, and experience of, providing input to organisational business and budget planning Desirable

• Working knowledge of other languages used in Oxfam (e.g. French, Arabic)

• Lived experience of poverty and other forms of power struggles in countries where we work, including within the UK, an advantage.

• Previous internal communications experience

• Previous experience coordinating internal networks and relationship building

• Previous experience working on cross organisational initiatives.
