USP seeks a Strategy expert to support these efforts by leading situational analyses and developing strategic plans for strengthening local
production in the target context, working alongside technical specialists (e.g., GMP, regulatory experts). This consultant may work across multiple projects as needed.
Location of Assignment: Remote
Period of Performance: Various assignment over a 3 year period.
Roles and Responsibilities:
The objective of this position is to assess local pharmaceutical/vaccine manufacturing capacity and develop a practical, evidence-based strategy to strengthen sustainable production of quality-assured medical products.
The consultant will be responsible for carrying out the following tasks:
- Situational Analysis
o Conduct desk review of relevant policies, industrial strategies, regulatory frameworks, and existing assessments.
o Work with technical experts to assess current manufacturing capacity and quality systems.
o Map key stakeholders and develop an engagement plan.
o Co-design assessment tools (surveys, interview guides) and collect relevant data
o Analyse policy, market, workforce, financing, and regulatory factors that influence local production capacity.
o Identify opportunities, constraints, comparative advantages, and realistic pathways for strengthening domestic manufacturing.
o Synthesize findings and develop a situational analysis report.
- Stakeholder Engagement
o Lead consultations with government, private sector, academia, and partners.
o Facilitate workshops to validate findings and gather input.
- Strategy Development
o Draft a strategic plan outlining priorities, actionable interventions, and pathways to strengthen local production.
o Develop an implementation roadmap with roles, timelines, and required resources.
o Present the draft strategy for stakeholder feedback and finalize it accordingly.
- Coordination & Reporting
o Coordinate with project leadership, government focal points, and technical specialists.
o Provide regular updates, documentation, and inputs to project reporting.
Qualifications
- Advanced degree in public health, economics, industrial development, pharmaceutical sciences, or related field.
- At least 8-10 years’ experience in strategy development, sector assessments, or industrial policy.
- Experience working with manufacturing, pharmaceutical, or health systems in LMICs.
- Strong facilitation, analytical, and writing skills.
- Ability to work effectively with technical specialists and diverse stakeholders
- Fluency in English
Preferred Qualifications:
- Ability to travel internationally for up to 25% of the time
- Excellent written and oral communication skills, including experience in training and mentoring staff and others
