SUMMARY OF THE PROJECT
The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience for a five-year Facility (2022 - 2027), with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

POSITION SUMMARY
CAPRED is seeking a qualified Structural Engineer to provide independent, on-call technical advice and quality assurance for construction-related intervention activities supported by the program. The Structural Engineer will assess designs, inspect construction works, and verify compliance with relevant  regulations and generally accepted international safety standards.

The role is advisory and risk-focused, aimed at ensuring structural integrity, construction safety, and climate resilience, while reducing CAPRED’s exposure to safety, fiduciary, and reputational risks. The consultant will be engaged on a draw-down basis and mobilised only as required.

RESPONSIBILITES

  • Assess structural designs for suitability in relation to intended use, site conditions, and climate risks (including wind loads and heavy rainfall), and propose changes, if required.
  • Conduct site inspections during construction to verify work progress, material quality, and adherence to approved designs.
  • Identify non-compliance, construction defects, or safety risks and recommend corrective actions.
  • Undertake final inspections and provide written confirmation or technical opinions regarding structural adequacy and safety and verify the completion of the construction against the agreed standards.
  • Provide technical advice on environmentally friendly building design and construction, where possible, for greater efficiency.
  • Provide ad-hoc technical advice to CAPRED on construction safety, structural integrity, and risk management issues.
  • Coordinate closely with CAPRED technical team, implementing partners, contractors, and consultants to ensure alignment with program objectives.
  • Submit clear and concise written reports and recommendations to inform CAPRED decision-making.

Compliance

  • Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including all inclusion-related policies such as Child Protection and PSEAH, antifraud and corruption, value for money, and other policies.
  • Commitment to championing gender, equality, disability, and social inclusion across the Facility (GEDSI) across the Facility including programming.
  • Commitment to championing environmental sustainability and climate action across the Facility.
  • Ensure all advice and recommendations are consistent with applicable Cambodian building regulations and relevant international standards.
  • Collaborate with other technical teams to build synergies and enhance intervention effectiveness.
  • Carry out other relevant tasks and activities as requested by the Domain management.

SELECTION CRITERIA
Essential Criteria

  • At least a bachelor’s degree or higher in Structural Engineering, Building Design or Civil Engineering (with a structural specialisation).
  • Minimum 8-10 years of relevant professional experience in structural and building design, construction supervision, or structural safety assessments. Experience in green building design is an advantage.
  • Demonstrated experience applying building codes and safety standards in Cambodia or comparable contexts.
  • Experience conducting independent site inspections in Cambodia and providing written technical advice.
  • Experience working with agro-processing and food sectors is desirable.
  • Strong analytical, risk assessment, and problem-solving skills.
  • Excellent written and spoken English; Khmer language skills are an advantage.
  • Experience working on international development or develop programs is desirable.
  • Able to commit to high quality work, flexibility and working with dynamic team

This is a short-term position with attractive daily rate remuneration package commensurate with qualifications and experience.
