Job Description
General objectives:
Enhance the administrative capacity of Montenegro in the field of inland waterways.
Specific objectives:
- Drafting a roadmap for implementation of EU inland waterways acquis in Montenegro. The roadmap should take in consideration existing legal framework in the field of maritime transport, and propose which EU Directives should be implemented in national legislation. The roadmap should also recommend the way that EU Directives will be implemented in national legislation (new law acts or updating existing ones) and propose the time frame for its implementation. The roadmap will propose future steps in detailed manner, and describe what kind of technical assistance and budget Montenegro will need in following years in the area of inland waterways transport. The roadmap should take into the consideration particularities of Montenegro’s geography, existing legal system and current state of inland water ways use.
- Drafting an organizational structure of inland waterways transport department inside Ministry of Transport and Maritime Affairs (MoTMA) including each post description. Proposed organizational structure should take in consideration particularities of Montenegro, existing structures of Maritime Safety Department(currently in charge) and eventual reorganizations.
- Draft a ToR for the next technical assistance that will be necessary according to the proposed roadmap for implementation of EU inland waterways acquis in Montenegro.
Qualification and skill:
Expert(e) senior category 1 : expert in inland waterways
Qualification :
- University degree in the field of maritime affairs or inland waterways (where a university degree has been awarded on completion of four years study in a university or equivalent institution) or in its absence, equivalent professional experience duration of 16 years,
- Managerial skills (orienting a mission, analyzing complex situations, relating with multiple stakeholders over a limited duration of time),
General professional experience
- At least 12 years of professional experience in the sector(s) directly or indirectly related to the Lot 2;
- Experience in drafting and implementing legislation in the field of inland waterways.
Specific professional experience :
- At least 6 years of professional experience in the inland waterways sector;
- At least one (1) projects of a similar size and nature (min. 10 working days performed per project) within the previous 5 years period.
Language knowledge:
- Fluency in the English language, both spoken and written,
