Job Description

The Sub Office Manager (SOM) is expected to provide direct management support and guidance to project and support staff operating out of the Gambella office. S/he is responsible for ensuring effective planning, coordination and utilization of resources. The post holder will ensure smooth running of systems and support to project staff whilst ensuring adherence to organizational policies, guidelines and procedures. The main duties and responsibilities of the job holder are outlined below.

Specific Duties and Responsibilities:

Under the supervision of the Director for Democracy, Governance & Peace Building , he/she would be responsible for the following major tasks.

PLANNING, COORDINATING AND IMPLEMENTATION
  • Plans, organizes and coordinates the overall operational activities of the Sub-Office;
  • Ensures that Sub-Office activities are implemented in accordance to the procedures, principles and operational guidelines as adopted in the general Agreement Pact Ethiopia entered with partners;
  • Ensures that security information is shared regularly and in a structured way and that such information is integrated into planning efforts;
  • Ensure the Sub-Office receive the necessary professional, administrative, financial and other supports for successful implementation of activities according to approved plans and schedules;
BUDGETING AND FINANCIAL CONTROL
  • Provide support to finance, administrative and logistics staff to improve systems for planning and management of resources;
  • Responsible for enforcement of systems and procedures, especially in relation to budgetary and financial regulations and agreements;
  • Responsible for budgets and financial management of all project funds operating and monitor all project related financial transactions and expenditures to assure that the Sub-Office activities are implemented within the approved budget;
STAFF MANAGEMENT
  • Provides regular support and supervision to staff under direct line management. This includes the formulation of individual work plans (with agreed indicators of achievement) based on project work plans and/or job descriptions. It also includes regularly scheduled supervision and performance management meetings;
  • Builds the managerial capacity of direct reports so that they can in turn provide the same support to their respective teams/staff;
NETWORKING, REPRESENTATION AND REPORT WRITING
  • Represents Pact in the Region in all its dealings with third parties and delegate this responsibility as necessary;
  • Establishes and maintains formal and informal communication mechanisms with government, partners and other stakeholders at Regional, Zonal and Woreda level;
  • Keeps up to date with developments in the Program, including best practice examples and ensures ongoing personal development and learning;
QUALIFICATIONS:
  • Minimum of five years of relevant management experience, preferably in conflict situations/areas
  • Proven management skills and capabilities
  • Experience of working in complex environments
  • Ability to supervise personnel and build and maintain a strong team;
  • Fluency in written and spoken English.
  • Strong analytical and writing skills
  • Excellent communication and interpersonal skills;
  • Ability to perform and prioritize multiple tasks.
  • Proficiency in word processing and spreadsheet.
EDUCATION AND EXPERIENCE REQUIREMENTS:
  • First Degree or Masters in Social Sciences or in related fields.
