Job Description

Management Sciences for Health (MSH), a leading international organization dedicated to saving lives by closing the gap between knowledge and action in public health, seeks a SubContracts Officer in its Arlington, VA office.

OVERALL RESPONSIBILITIES

The Subcontracts Officer is responsible for partner subcontract administration. Under the direction of the SCMS Senior Contracts Officer, he or she creates templates and coordinates the development of subcontractor agreements and subcontract modifications. He or she works with the Budget Analyst to create templates for subcontract financial reporting requirements and monitoring and to update the subcontract budget as needed. The Subcontracts Officer assists in the management of other procurement agreements, as needed.

SPECIFIC RESPONSIBILITIES

1. Assist in negotiating, developing and issuing subcontracts to the project partners, working under the direction of the Senior Contracts Officer. Ensure that required documentation is written up and in the files: such as memorandum of negotiations, approvals, sole source justifications etc.

2. Ensure that the subcontractor agreements are in compliance with prime contract and the applicable task order?s terms and conditions, including any changes through modifications to the prime contract and to the applicable task order. Periodically check the subcontractor?s compliance against these terms and conditions.

3. Work with the Budget Analyst to help ensure the subcontractor budgets fit within the overall SCMS project budget. On a monthly basis, and in conjunction with the Budget Analyst and appropriate Unit Manager(s), monitor the subcontractor?s obligated amount, expenditures, line item flexibility, fee and indirect ceilings and report any anomalies and or discrepancies to the Senior Contract Officer. Obtain required pipelines from subcontractors and perform integrity checks of all budgets submitted by the subcontractors. In coordination with the Budget Analyst, review the budgets submitted by subcontractors to ensure that these budgets are error-free in terms of formulae and math.

4. Work with the Budget Analyst to create templates for subcontractor reporting requirements and to communicate the requirements to the subcontractors. These requirements shall be consistent with the prime contract as well as other applicable requirements (such as A-133 audits etc.) Monitor the subcontractor?s compliance with these requirements. Prepare summary reports to the Senior Contracts Officer and other SCMS management staff. Update these requirements if USAID and/or the regulations add new requirements to the project.

5. Process subcontract amendments, modifications, and terminations. Be cognizant of new regulations and incorporate any of new regulations into the subcontracts, with review and consultation from the Senior Contracts Officer.

6. In addition to partner subcontracts, assist the Contracts Officer as needed, to develop, issue and monitor other procurement/contractual instruments/agreements.

7. Perform regulation research as required or as requested by the Senior Contracts Officer. Research regularly FAR, AIDAR and other applicable government requirements for issues related to subcontractor?s project implementation activities. Monitor the issuance of the AAPDs and USAID?s General Notices and inform a the Senior Contracts Officer of any that impact project implementation (including activities to be implemented by the subcontractors)

8. In conjunction with the Monitoring and Evaluation Unit and the appropriate Unit Manager(s), monitor subcontractor performance against the annual workplans, and initiate corrective action as required.

9. Perform other duties as assigned.

QUALIFICATIONS

1. Bachelor?s degree, preferably in business or law. 2. Minimum five years experience in contracts management of USAID-funded projects; experience in subcontracts management particularly helpful. Ability to handle difficult issues on subcontract and to handle challenging partner subcontractors. 3. Good working knowledge of US Government contracting procedures, regulations, policies, i.e., FAR, CFR, OMB Circulars, AAPDs. 4. Fluency in English, including speaking, understanding, reading, and writing, with the ability to conduct business in English. Good communications skills required. 5. Strong analytical skills required. 6. International experience highly desirable. 7. Demonstrated advanced skills in Excel. Intermediate skills in Word, Access and Outlook or GroupWise. 8. Ability to work in a fast-paced team environment and to prioritize required.
