IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including health, education, economic growth and democracy & governance.

Position Description:

IBTCI is looking for several Subject Matter Specialists for up to six mid-term and final performance evaluations to be conducted between April and October of this year. These evaluations fall under IBTCI’s contract for the USAID/Bangladesh-funded Accelerating Capacity for Monitoring & Evaluation (ACME) activity and will assess various projects under USAID’s Feed the Future (FTF) Initiative. Each evaluation is expected to involve approximately six weeks of field work plus additional time for writing the evaluation report. Technical expertise in one or more of the areas listed below is required.

Responsibilities:

The Subject Matter Specialist will:

  • Assess the effectiveness of project activities and provide technical leadership in these areas.
  • Participate in team meetings, key informant interviews, group meetings, site visits, and document reviews.
  • Draft sections of the report relevant to his/her expertise and role on the team.
  • Participate in presenting the report to USAID and other stakeholders.
  • Address pertinent comments provided by USAID/Bangladesh or other stakeholders.

Qualifications:

  • Master’s degree in agricultural economics, agricultural engineering, crop science, aquaculture, international development, or a related field.
  • At least 8 years of demonstrated experience in one or more of the following areas:
    • Value chains: grains/cereals, livestock, cold chains
    • Aquaculture productivity
    • Nutrition and food security
    • Agricultural production and technologies
    • Food safety and food processing
    • Horticulture
    • Economic growth and entrepreneurship
  • Demonstrated knowledge of the latest developments in advancing best practices in his/her technical areas of expertise that reaches women, youth, and very poor communities.
  • Excellent written and verbal communications skills in English required.
  • Prior experience conducting evaluations of USAID funded projects is preferred.
  • Familiarity with USAID regulations and systems including Evaluation Policy, Feed the Future performance monitoring guidance, gender policies and guidance, and project management is preferred.
  • Prior work experience and understanding of development challenges in Bangladesh or South Asia is preferred.
