BACKGROUND
The Supervisory Executive Specialist serves as Deputy to the Supervisory Executive Officer, reporting to the Director of the company. In addition, the Supervisory Executive Specialist is directly responsible for managing all aspects of Human Resources management, personnel management; travel management; Communications and Records (C&R) and logistics for the company with the assistance of subordinates. The individual serves as an advisor on all administration work of the company. Provides direction and management oversight to the company’s Human Resources section with overall responsibility for recruitment (international and local), coordinating position management and classification of positions, performance management, training and award program management, liaison with the company HR section on matters of mutual interest and other human resource management functions.
DUTIES AND RESPONSIBILITIES
· The Supervisory Executive Specialist plans and manages personnel management programs:
· Advises on human resources development, employee relations, and employee benefits.
· Participates with the company and other Departments in joint personnel policies and operations.
· Responsible for the management of the company employment program for both long and short-term, local-hire and off-shore, ,.

· Manages the recruitment process for new and newly vacated positions. This includes obtaining needed clearances, verifying positions to be recruited, obtaining Scopes of Work and/or Position Descriptions and other required documents to initiate the employment process, and drafting solicitations and position announcements.
· Conducts negotiations and prepares or oversees the preparation of contracts and contract modifications as required, and provides oversight to assure required clearances, contracts, contract modifications, and personnel actions.
· Manages the firm’s performance management/employee evaluation program and provides logistical support for the staff performance evaluation program.
· Coordinates the completion and approval of the firm’s-wide annual training plan with firm’s Management, ensuring that all employees have equitable access to and consideration for training opportunities in accordance with the applicable firm’s Order. As the Awards Program Coordinator, works closely with the Supervisory office to administer and monitor compensation programs.
EDUCATION, REQUIREMENTS, AND MINIMUM QUALIFICATIONS
Bachelor’s degree in Human Resources Management, Public Administration or related subject is required with at least 8+ years of progressively responsible work experience in Human Resources/Administrative Management. Focused on HR regulation, policy, procedure, and compliance for assigned mission areas. Also focused on employee benefits, employee relations and workforce development. Potential to acquire general knowledge of USAID and U.S. Government policies, procedures and documentation related to development assistance is essential. Some familiarity with USAID and US Government procurement procedures is desirable as is knowledge USAID and US Government HR practices and policies.
Language Proficiency: Fluent English (Level IV) reading, speaking, and writing ability is required. Arabic and French Languages would be an added asset.
