JOB SUMMARY:

USAIDs headquarters is centrally located in downtown Washington, DC, at the prestigious Ronald Reagan Building and International Trade Center on 14th and Pennsylvania Avenue N.W. We are located right on the Federal Triangle Metro (Blue and Orange Lines). The office is within walking distance of restaurants, shops, Smithsonian Institution museums and Washington Monument.

Serves as a Branch Manager in the Office of the Chief Information Officer (CIO). Manages a federal workforce at the GS-13 and/or GS-14 level, which oversees IT project managers, application and systems developers, customer service representatives, data management specialists, and/or other technical specialties required to develop, implement, and maintain an Agency Information Technology (IT) program.

DUTIES:

As a Supervisory IT Specialist (APPSW) you will:

  • Supervise a group of employees performing work at the GS-13 and 14 levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
  • Provide administrative and technical supervision necessary for accomplishing the work of the unit
  • Perform the administrative and human resource management functions relative to the staff supervised
  • Provide expert technical advice in the monitoring and evaluation of contractor activities on contracts covering agency-wide IT systems
  • Collaborate with vendors and end users on a daily basis to ensure that contract requirements are met, and that all activities are performed in compliance with the terms of the contract
  • Develop and implement solutions to solve issues and problems associated with agency-wide IT programs
  • Oversees and manage USAID IT projects or the implementation of critical applications software
QUALIFICATIONS REQUIRED:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:

Mastery of IT theories, principles, concepts, standards, and practices sufficient to develop new theories, concepts, principles, standards, and methods in the IT specialty area(s).

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

HOW YOU WILL BE EVALUATED:

We use a multi-step process to evaluate and refer applicants: Qualified applicants receive a score of 70 to 100 before veteran’s preference points are applied (if applicable). You will be rated on your qualifications for this position as evidenced by the education, experience, and training you report on relative to this positions that show the degree to which you possess the knowledge, skills, and abilities or competencies listed on this vacancy announcement. USAID must be able to conduct reference checks as part of its assessment process. Applicants who do not permit reference checks from previous employers may be disqualified.

Category Rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories (Gold, Silver, Bronze) depending on your experience and education related to this position. Veterans’ preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
