EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In the position of Supervisory Realty Specialist, you will be responsible for operating as a realty expert managing and directing highly complex realty projects in collaboration with and in support to customers. Typical duties include:

• Completing and submitting higher headquarter real property requirements and support functions/services of day to day facility management for large multi-geographical operations.
• Managing and overseeing a variety of complex real property disposal, utilization and management actions within FEMA Headquarters and NCR facilities.
• Managing conflicts in policy and/or program objectives; involve very complex and/or controversial transactions with sensitive negotiations or substantive risk to the Government and/or large scale, high visibility projects to be accomplished under lease construction agreement and/or other innovative or highly complex/ specialized contractual vehicles.
• Integrating technical knowledge with customer needs to handle a wide range of related workplace needs that arise in the execution of solutions to meet customer realty, mission and workspace needs for the agency Real Property portfolio.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-15 level (starting salary $142,701) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-14) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

• Developing facilities, installations and or infrastructure strategic and capital planning for large organization in multiple locations;
• Managing a staff of project managers, realty specialists, engineers, interior designers, cost estimators, and Contracting Officer Representatives;
• Evaluating problems related to installations and infrastructure, that support projects or programs;
• Applying strategic and capital planning methods to manage projects for a large organization in multiple locations;
• Developing senior level real property reports.
