SUMMARY OF ROLE
The Supply Chain Management (SCM) Advisor will provide overall technical guidance in Procurement, Warehousing and Distribution to support the efficient and effective management of the supply chain processes for the RHITES E- Project. S/he will lead RHITES-E overall supply chain operations, including purchasing and inventory, selection of vendors, and distribution of finished goods. S/he will evaluate past performance data to forecast needs, warehousing and distribution. S/he will develop strategic SCM strategic plans to improve forecasting, distribution, reporting and efficiency of operations. S/he will also provide high level technical assistance to improve the supply chain functions of the RHITES-E Project and ensure that there is efficient and effective delivery of goods, services and work within the confines of Government of Uganda (GOU) regulations. S/he will develop relationships with RHITES-E stakeholders to understand and stay abreast of changes in policy and how these impact the management the supply chain efforts within RHITES-E Project. This position reports to the Director, Health System Strengthening (HSS).
Essential Functions:
General:
- Work with the districts and health facilities to profile quantifications as required.
- Develop and support the implementation of sound procurement policies that ensure acquisition of goods and services is done while adhering to GOU guidelines and regulations including procurement planning, budgeting, maintenance of procurement records, establishment of appropriate procurement structures/systems and reporting to the Public Procurement and Disposal of Public Assets Authority.
- Develop systems that will support forecasting and planning for the RHITES- E Project’s needs and requirements by keeping abreast of market and product trends and development.
- Design and implement responsive systems/processes that will ensure timely, efficient and effective procurement of goods and services in liaison with the procurement manager.
- Provide mechanisms that will ensure that there are proper linkages with supplies, accounting and other stores procedures to ensure that the organization properly maintains stocks based on demand.
- Assist facilities to become certified in the GOU’s Good Pharmaceutical Practices (GPP) program
- Ensure maintenance of updated suppliers list.
- Support the development for systems and mechanisms that prepare requests for quotations or tenders to pre-qualified suppliers or the public.
- Establish, in co-ordination with the relevant department and end-users, quality specifications of goods and services required by the agency.
- Provide a monitoring system that supports the better planning for procurement according to demand.
- Any other duty that may be assigned to you by the executive management of the project.
Warehousing and Distribution at regional district and facility level:
- Assess the regional, district and facility level supply chain business processes and identify key performance indicators to be used to monitor the supply chain process.
- Facilitate the design and implementation of systems to manage the supply of medical commodities within the RHITES-E supported districts and facilities.
- Design and implement systems that will facilitate smooth and efficient receipt, storage, transport, and delivery of medical commodities in the warehouses in accordance with Good Distribution Practices.
- Support the design of systems and processes that will ensure efficient and effective flow of information and goods in the supply chain.
- Liaise with finance and other departments to ensure invoice payments are properly documented, approved, and prepared in a timely manner.
- Map facilities and develop a cost effective routing system.
- Facilitate the capture of supply chain transactions and the maintenance of complete and accurate records at each stage of service delivery.
- Facilitate the preparation and circulation of periodic and ad-hoc supply chain reports for use in planning and performance management.
- Regularly evaluate control measures used to manage risk in all supply chain business processes and guide management in development and improvement of control measures as necessary.
- Assist with implementation of risk management control measures.
Procurement:

- Identify training and development requirements and develop plans to ensure that these are met as appropriate by RHITES-E staff as well as district and facility-level staff.
Qualifications and Experience:
- Master’s degree in Business Management, SCM or related field
- Preferably a member of the Chartered Institute of Purchasing and Supply or recognized supply chain professional body and/or Post Graduate diploma in SCM
- 8 years’ experience working in supply chain, five of which must have been in a management or senior advisor position. Public sector supply chain experience will be an added advantage.
