Overview:

International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a Supply Chain Specialist to be part of a team of experts evaluating UNICEF’s contribution to a global program to expand and accelerate equitable access to COVID-19 supplies and tools and which was implemented from 2020 through 2022. The evaluation will focus on UNICEF’s involvement in addressing the need of supplies to support the prevention, diagnostics, and treatment of COVID 19 worldwide. Community involvement and social and behavior change elements were part of the UNICEF support provided. The results of the evaluation will inform discussions on the global health architecture required for future pandemics and help define UNICEF’s eventual contribution.


Responsibilities

Implementation of the Evaluation

  • Serve as the supply chain specialist to evaluate UNICEF’s contributions to address the COVID-19 pandemic implemented from 2020 to 2022 at the global level which focused on needed supplies for prevention, diagnostics, and treatment.
  • Develop a framework for evaluating the performance of the supply chain for different supplies needed to combat the COVID 19 pandemic (masks, tests, vaccines, personal protective equipment) from procurement to the point of purchase/point of service relying on UNICEF evaluation principles (relevance, coherence, efficiency, effectiveness, impact, and sustainability).
  • Conduct a desk review of available documents pertaining to UNICEF’s contribution to the procurement, transportation, and distribution of COVID 19 needed supplies.
  • Present conclusions of the review of secondary data organized by UNICEF evaluation principles.
  • Identify information gaps that exist after conducting the review of secondary data and propose a strategy to fill gaps via qualitative research.
  • Help identify sites where primary data collection via qualitative research methods would be conducted.
  • Contribute to the development of tools to conduct key informant interviews among stakeholders during site visits.
  • Contribute to generating a list of country stakeholders to be interviewed during country visits with the support of local specialists.
  • Participate in conducting interviews with UNICEF officers at the HQ, regional and national levels and with higher level stakeholders during primary data collection and site visits.
  • Perform analysis of qualitative data collected following guidance from the team leader.
  • Contribute to the preparation of an evaluation report to present the findings of the research conducted via document review and primary data collection.
  • Participate in the dissemination of evaluation findings.
  • Other duties as assigned.


Qualifications

Minimum Requirements:

  • 10 years of experience managing and/or evaluating supply chain issues in the health sector.
  • Experience with working in a supply-chain field for a company, including strategic sourcing, procurement, transportation and logistics, warehouse management, distribution, customer relationship management, or forecasting and quantification.
  • Knowledge of end-to-end supply chain visualization practices and approaches
  • Experience with cold chain issues for vaccines.
  • Experience with customs and trade requirements for the import of pharmaceuticals and medical products.
  • Experience with procurement and vendor selection for the purchase of supplies in the health sector for disease prevention and treatment.
  • Strong ability to interact with a wide range of stakeholders at different levels of donor agencies and country governments officials responsible for activities in the health sector.
  • Familiarity with advocacy for the protection/improvement of children rights/conditions.
  • Thematic knowledge of COVID 10 is preferable.

Education:

  • Masters in supply chain management, operations management, or logistics.

Preferred Knowledge, Skills and Abilities:

  • Excellent research methodology skills.
  • Excellent quantitative and qualitative data analysis skills.
  • Familiarity with remote data collection approaches/techniques.
  • Excellent oral and written communication skills.
  • Capacity to work independently.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position coordinates a team of experts with subject matter expertise in supply chain management of pharmaceuticals and other health sector supplies and social and behavior change intervention.

Travel: Travel will be required up to 10% during the duration of the assignment.

Work Authorization: Candidate must be authorized to work in USA. Visa sponsorship is not available for this position.
