Job Description

An exciting opportunity exists for a Surveillance Officer to join our team at Burnet based in Port Moresby, Papua New Guinea!

The Health Emergencies Working Group of Burnet’s Health Security Program has been awarded the Fleming Fund PNG country grant (2020-22) to achieve the following objectives:

  • Objective 1 :Strengthened One Health approaches to information sharing
  • Objective 2 :Strengthened antimicrobial resistance (AMR), antimicrobial use (AMU) and antimicrobial consumption (AMC) surveillance and monitoring systems in the human health sector
  • Objective 3 :Strengthened AMR, AMU and AMC surveillance and monitoring systems in the animal health sector

In this role, you will lead the implementation of AMR surveillance aspects of the Fleming Fund Country Grant for Papua New Guinea including:

  • Assisting the PNG government to develop the structures and capacity to analyse, interpret, share and utilise AMR surveillance data
  • Assisting PNG human and animal health and laboratory facilities to develop and institute a national surveillance system that can contribute to the Global Antimicrobial Resistance Surveillance System (GLASS)
  • Supporting the Project Implementation Team based in PNG to deliver activities related to AMR surveillance - Playing an integral role in supporting the implementation of Objective 1 with other members of the PIT
  • Assisting with and guiding the inputs from the Thematic Leads for Animal Health, Human health, and Surveillance as they relate to achieving the above outputs under Objectives 2 and 3
  • Working closely with Beyond Essential Systems for development and implementation of software related to laboratory management and AMR surveillance
  • Liaising with members of the Technical Advisory Group for specialist / sub-specialist advice
  • Strengthening and coordinating Burnet Institute relationships in PNG with all stakeholders engaged with AMR work including liaising with the holders of the Fleming Fellowship Grant to develop the capacities of key national personnel involved in microbiology testing and laboratory management

Let’s talk about you

This position would suit experienced public health professionals with an interest in applying their technical and managerial skills to addressing AMR, and familiar with delivering activities in a dynamic, challenging development setting.

The following are essential criteria:

  • Bachelor degree in Medicine, Pharmacy, Health Sciences, Public Health or International Development
  • Post-graduate degree in public health, microbiology, epidemiology and/or biostatistics
  • Expertise in delivering projects and/or programs addressing antimicrobial resistance
  • Expertise in surveillance system design, implementation, and evaluation (preferred experience with communicable diseases surveillance systems)
  • Experience with management of international development projects and operations including technical direction, planning and design, stakeholder relationship management, HR management and budgeting
  • Experience in resource-constrained settings such as Papua New Guinea or similar
  • Experience in international development, research or not-for-profit organisation
  • Demonstrated capacity to work independently exercising strong judgement, decision making and problem-solving skills
  • Good time management and organisational skills
  • Fluency in English and demonstrated high-level written and verbal communication skills
  • Willingness to be based in PNG for the duration of the project

The following experience is desirable:

  • Bachelor or post-graduate studies in project management, health management or business administration
  • Experience with One Health activities
  • Experience working on databases and/or health information systems
  • Experience with conducting health research in developing settings
  • Demonstrated abilities in leadership, team management and cross-cultural communication
