Swaziland– HIV Care and Treatment Advisor

Service Objectives:
The contractor shall conduct program evaluations, operations research and epidemiological studies and advise CDC, Swaziland regarding methods of improving and expanding HIV Care and Treatment services in-country, provide services related to USG Emergency Plan Reporting activities, provide support to monitoring and evaluation activities, and provide guidance and prepare the Care and Treatment portion of the annual Country Operations Plan (COP).
Task Requirements:
A.1.1. Coordinate work activities with and provide technical assistance to the USG President’s Emergency Plan for AIDS Relief (PEPFAR) team on HIV Care and Treatment services in Swaziland,
A.1.2. Collaborate with CDC Swaziland senior staff on planning, designing, implementing, and evaluating HIV Care and Treatment and Tuberculosis prevention related activities supported by USG PEPFAR agencies.
A.1.3. Develop protocols, procedures, scopes of work, and workplans for HIV Care and Treatment projects. Projects will include linkage to and retention into HIV care and other relevant services such as screening and infection control.
A.1.4. Provide technical advice to CDC-Swaziland on HIV Care and Treatment activities. Assist in the development of treatment, referral and policy guidelines, including the Country Operational Plan. This includes staying abreast of current research topics in the clinical management of HIV patients, as well as current local policy issues. Assume responsibility to assure that program activities are carried out successfully and within a reasonable timeframe.
A.1.5. Provide epidemiologic and surveillance subject-matter expertise in the design, implementation, and evaluation of surveillance systems to CDC-Swaziland. No new system-level / complex development or server-based implementation of an Information Technology (IT) system is planned or anticipated. Should such need become evident, DGHT will coordinate with CGH’s IIRO and IT Governance team to ensure appropriate evaluation, funding, and performance of any and all Enterprise Performance Life Cycle ( EPLC)-related activities or expenditures. All Information Technology (IT) and Information Resource (IR) projects will be required to comply with all of the following: CGH’s implementation of the CDC EPLC methodology* (including integrated baseline reviews, stage gate reviews, governance processes, reporting, documentation, and operational analysis).

A.1.6. Assess scientific, human resource, logistical and project implementation activities and processes. Provide advice to CDC Swaziland on how to address current or potential problems.
A.1.7 Travel to and participate in CDC-approved conferences and meetings.
