Primary Responsibilities:
Recent years have witnessed a significant shift in donor and agency responses to food security and other crises. Increased donor flexibility and awareness of the role of markets in emergencies has led to a wider range of response options to meet needs, with a greater emphasis on cash-based responses and local and regional procurement (LRP). CRS has widely used market-based approaches to meet a range of emergency and recovery needs, including food, shelter materials, rent, NFI, clothes, seeds, livestock, and other livelihoods inputs. In 2012, Markets-based Rapid Response and Recovery was identified as a Strategic Investment Priority in the new agency-wide strategy.
Through funding received from DFID and OFDA, the CRS team in northern Syria and Turkey, is using market-based approaches through cash vouchers and cash grants to provide urgent NFI, agricultural and cash assistance to internally displaced, conflict affected and refugee Syrian families. Under the supervision of the Head of Programming, the Program Manager II (PMII) will contribute to high quality program development, implementation, monitoring and reporting for CRS Turkey’s market-based humanitarian response projects. The PMII will work closely with programming staff and/or CRS partner staff in Syria and Turkey, as well as the Humanitarian Response Department (HRD) and Europe, Middle East, and Central Asia (EMECA) regional team members (for technical support and capacity building).
Specific Responsibilities:
Program Quality
1. Oversee and ensure the successful implementation of market-based emergency programs, in adherence with international accountability standards such as the Sphere handbook and the SEEP Minimum Economic Recovery Standards (MERS),
2. Conduct market assessments to determine the appropriate form of humanitarian assistance, including in-kind distributions, cash, vouchers and market chain interventions.
3. Conduct baseline market profiles in Northern Syria and Turkey in collaboration with CRS Turkey partners; coordinate with HRD STA for Food Security and Livelihoods to identify possible market-support activities to strengthen the market’s capacity to meet local demand.
4. Support CRS project teams and partners in the development of DIPs and M&E components. Ensure DIP includes both programming events, as well as all management quality focused partner capacity strengthening events.
5. Take the lead on M&E system development to the quality collection of data in the field. Ensure the field testing and revision of monitoring tools as required. Coordinate with GKIM as needed to ensure the appropriate use of technology in M&E, as well as any opportunity for Syria programming to be part of a standard web based data collection system under development at the agency level.
6. Ensure adherence with CRS guiding principles, program quality statement and standards.
7. Promote the use of CRS PQ tools and manuals, including the new ProPack III /SMILER for M&E.
8. Working with CRS PMs and Partners, support the timely review and finalization of quality progress reports or the collection of inputs for CRS NSyria/Turkey Situation Reports.
9. Develop and maintain strong collaboration with CRS technical experts in the areas of Disaster Management, Cash & Vouchers and other relevant sectors as needed.
10. Incorporate gender and protection into market-based programming.
11. Support the quality development of scopes of work for technical assistance, training materials/facilitation guides.
12. Carry out regular monitoring to project implementation sites (dependent on security situation and access to project areas) and ensure timely feedback and action planning.
Staff and Partner Capacity Building and Support
1. Identify capacity building needs for staff/partners.
2. Take the lead on any formal or informal training events organized by CRS for staff and/or partners – learning assessments, planning, facilitation guides and overall organization in coordination with support teams.
3. Work with EMECA or HQ TAs to provide guidance to CRS staff in the design and enhancement of M&E tools, protocols, surveys and evaluation instruments to strengthen quality data collection, analysis and reporting on projects/programs core indicators.
4. Provide trainings to CRS partners on market assessment, response analysis, and the design and implementation of markets-based programs.
Institutional Learning, Documentation and Sharing
1. Identify, document and lead any efforts to document best practices and lessons learned from markets-based interventions for organizational learning and donors. .
2. Take the lead in the completion of success stories and case studies – modify as needed based on intended audience.

Each CRS staff member working in emergencies is expected to use the following competencies to fulfill his or her responsibilities and to achieve the desired results.
Key Working Relationships:
Internal: Head of Programming, Country Representatives, Project Officers, Program Managers, CRS Partner staff, Head of Operations, Finance Manager, and other CRS staff members.
External: Humanitarian Response Department (HRD), Regional Representatives, Regional Technical Advisors (RTAs) for Emergencies, S/RTA for Agriculture, Program & Management Quality staff, and Human Resources
Knowledge and Skills:
Qualifications:
1. Master’s degree in international development or related field.
2. Five years experience working in emergency, development or recovery program context with a particular focus on market-based programming including cash vouchers, cash grants or other market based systems.
3. Understanding of U.S Government grant provisions and guidelines, including proposal formats and reporting requirements.
4. Excellent oral and written communication skills. Knowledge of Turkish or Arabic a definite plus
5. Excellent training and facilitation skills
6. Strong capacity in project design, project management and M&E
7. Experience with or knowledge of market assessment, including the Emergency Market Mapping and Analysis (EMMA) Toolkit, preferred.
8. Familiarity with policies, procedures, and priorities of USAID, DFID, UN agencies, and Caritas agencies preferred
9. Strong computer skills: Word, Excel, Outlook, PowerPoint; Microsoft Publisher preferred
10. Experience in staff development and partner capacity preferred
11. Knowledge of CRS’ program quality standards preferred
12. Willingness to travel at least 40% of time.
13. Basic Arabic and/or Turkish language skills preferred.
