Background
- - The Government of Bangladesh, with support from the UK Department for International Development (DFID), will be implementing a five year project - Tax Administration Capacity and Taxpayer Services (TACTS).
- - TACTS will enable the government of Bangladesh to strengthen its capacity to collect tax revenue. It will build on the DIFD-funded reforms in the Revenue Administration (RIRA) project which established two pilot Large Taxpayer Units for income tax and VAT in Dhaka as well as a Central Intelligence Cell to investigate and prosecute tax evasion.
- - These two initiatives have been central to increased Government revenues. TACTS will continue reforms in these areas, and will begin to roll out the strengthened business processes piloted in the LTUs across the country and focus on strengthening taxpayer services to increase taxpayer trust and voluntary compliance.

Role and responsibilities
- An international manager will lead the main project, based in Dhaka. The National Board of Revenue (NBR) will approve the appointment.
- - The project objectives are to assist the NBR in achieving the 7 following outputs:
- Increased efficiency, professionalism and effectiveness of the Large Taxpayer Units, with sustainable systems and processes implemented leading to increased tax collection
- LTU business processes replicated, through a phrased roll-out to selected income tax and VAT zones across Bangladesh
- More taxpayers brought into the tax net through an improved taxpayer identification system
- The public receive more professional and efficient taxpayer services
- Tax payment enforcement improved through a strengthened CIC that is better able to investigate tax evasion cases and prosecute through the legal system
- Internal audit and inspection in LTUs and CIC full functioning and piloted in selected tax zones
- Taxpayer appeals procedures strengthened
- - Duties/responsibilities
- Overall responsibility for the success of the project and responsible directly to the Project Director and Project Steering Committee
- Ensure consultants and other project resources are used to their full potential to achieve the objectives and outputs
- Supervising at a global level the implementation of project activities
- Processing recruitment, selection and mobilisation of short and long term national and international consultants
- Developing an overall work plan on an annual and quarterly basis, to be approved by the Steering Committee
- Financial management and reporting
- Facilitation of annual reviews and mid-term evaluation
Qualifications, skills and experience
- § Post Graduate Degree in an area of Economists, MBA, Management or in another Social Science
- § At least 15 years experience after first post graduate qualification, with 10 years in development and the management of large projects
- § Experience in project management, governance and institutional reform, anti-corruption, and service delivery
- § Experience in project financing, public finance and procurement of project inputs
- § Familiarity with activities and work-procedure and rules of international organisations and donors
- § At least 5 years experience in an international organisation handling the supervision of consultancy services, procurement of goods & Services, programme implementation and monitoring etc.
- § Implementation of policy reforms relating to service delivery in developing countries, preferably Asia
- § Experience as a team leader in similar assignments in developing countries and a demonstrated ability to lead a team of consultants and to collaborate effectively with Government agencies
- § Excellent communication skills in English
