Job Description
The International Recruiter, Senior Associate II, partners with Business Development (BD) as well as the Human Resources (HR) department. S/he is responsible for attracting, identifying, and assessing qualified candidates for the Home Office (HO), projects and proposals and plays a critical role in ensuring the best possible talent is recruited. S/he develops recruiting plans, tools, strategies, and processes to attract talented professionals by employing traditional sourcing strategies as well as developing new and creative recruiting ideas. This position may include travel in support of proposal development. The ideal candidate will have a background in recruitment, as well as BD and HR support, especially including for U.S. Agency for International Development (USAID) projects. S/he will have the following roles and responsibilities:
- Recruit key and other long- and short-term personnel for international and U.S. based proposals
- Partner with hiring managers to understand recruitment needs of their teams and help manage recruitment for open Home Office and project positions
- Source candidates in alignment with personnel requirements, and donor regulations
- Prepare and collect documentation relating to the recruitment process: format CVs for proposals, develop personnel-related sections of proposals, as well as annexes and exhibits, collect biographical data forms and letters of commitment, etc.
- Participate in recruitment strategy sessions with proposal team to draft organograms and advise on which positions to recruit for during capture phase and develop job ads for necessary postings
- Serve as administrator for recruitment websites and manage the applicant tracking system to house and track candidate CVs and perform targeted sourcing, ensuring that the applicant tracking system is updated appropriately
- Perform phone screening as needed of qualified candidates, organize in-person interviews and/or virtual interviews, and serve as point of contact and provide follow-up to candidates throughout the recruitment process
- Conduct reference checks, verify biographical data forms, engage in salary negotiations, and partner with HR on finalizing new hires
- Provide other support to BD and HR as needed
Required Qualifications:
- A bachelor’s degree plus six (6) years’ experience (or equivalent combination of education and/or experience - Masters and at least four (4) years) of full-cycle recruiting experience, preferably with proposal recruiting experience in an international development, contract-based environment
- Experience and success in identifying/hiring technical experts in a variety of sectors, including energy, water, environment, and governance
- Must have USAID and/or other donor-funded recruitment experience
- Very strong communication skills (verbal and writing)
- Experience using behavioral and situational interviewing techniques
- Ability to develop flexible and solution-oriented alternatives, make timely decisions, exercise discretion and maintain a high degree of confidentiality
- Detailed organizational skills with the ability to manage multiple competing priorities and deadlines
- Ability to be a team player and work in a collegial manner
- Experience living or working in developing countries desired
- SHRM-CP, PHR or CIR certification preferred
- Proficiency in additional languages is a plus
- Authorization to work in the United States without sponsorship.
