The Chief of Party (COP) will lead the task order and will be the main counterpart with the Mission COR. The COP will supervise the evaluation expert and the performance monitoring advisor to assure that all data collection and capacity building is driven by the demands of USAID and external partner decision-makers. S/he must possess a graduate degree in management, organizational development, international development, economics, statistics, or a related field and have not less than eight years of demonstrated experience in enhancing performance monitoring, evaluation, and/or data use for decision-making and managing high-performance teams in international development settings.
Established leadership, strategic thinking/planning, management, and presentation skills
Strong multicultural, interpersonal and supervision skills
Experience leading or supporting large-scale evaluation activities including performance evaluations, impact evaluations, assessments, or special studies
Experience in applied work in M&E, social science research, and economic analysis
Knowledge of M&E methods
Fluency in English, written and verbal
