Job Description

Adam Smith International are seeking a candidate to fulfil the role Director Component 1 on the USAID-funded Afghanistan Public Financial Management Project as soon as possible.

The Component Director will oversee and contribute to the technical assistance of the project, within the context of the ARD Strategic Plan (1392-1396) and in close cooperation with other international donors to the Afghanistan Revenue Department to enhance capacity to legislate, collect, and forecast tax and non-tax revenues.

The Component Director will have the following responsibilities:
* Lead interaction on revenue reform matters with the Ministry of Finance, USAID and stakeholders.
* Participate in the recruitment of component staff and supervise their work.
* Oversee day-to-day implementation and quality control of revenue technical area, participate in strategic planning, and serve as mentors and knowledge brokers to staff.
* Support and contribute to studies to strengthen the MOF’s capacity to design and implement revenue-raising laws and regulations.
* Lead and participate in work to identify sources of lost revenue and design capacity development activities to improve the collection efficiency of existing revenue sources and guide needed policy reforms and improvements in business practice streamlining.
* Lead and contribute to initiates to improve ARD communication with and provide valuable information to taxpayers, other MOF departments, other GIRoA ministries, and the parliament.
* Prepare reports and make presentations on the component to Government, USAID and stakeholders.

Required Skills:
The Component Director will possess the following qualifications:
* 7 years’ international work experience with successful PFM/revenue projects in the technical area of management responsibility.
* 7 years’ international development experience on projects with similar magnitude and complexity in a conflict-affected country.
* Demonstrated success in implementing projects aimed at revenue mobilization and/or budget planning and execution. Additional PFM experience, such as audit and procurement, is a plus
* Master’s Degree in a field relevant to PFM such as: public finance, economics, or related fields from an accredited university or significant and relevant minimum work experience of three years in lieu of an advanced degree (thus, a total of ten years relevant experience is required if the proposed individual does not have a Master’s Degree)
* Excellent English written and verbal communication skills; and
* Experience in Afghanistan (preferable).

Required Experience:
Those with less than 7 years experience in a conflict-affected country need not apply. This is a very strict requirement of the donor and cannot be compromised.
