Tax Expert TAUT Technical Assistance Facility Addis Ababa, Ethiopia Job Description

Maxwell Stamp is looking for Experts for a forthcoming contract to implement the final twelve months of the Tax, Audit and Transparency (TAUT) programme, a DFID-funded bilateral technical assistance programme to the Government of Ethiopia running from April 2018 to March 2019.

The candidates will have experience in providing technical support to governments undertaking revenue reform and in either one or more of the four areas:

  • tax policy and reform: assisting the stakeholders to develop tax policies and regulatory frameworks with focus on VAT, exemptions, and strategic direction
  • tax administration transformation: design and implement plans to improve tax administration with a focus on Large Taxpayer Office; debt collection; tax audit; ICT; and organisational health
  • capacity building: guaranteeing sustainable implementation of policies and regulations through development of manuals and delivery of staff training.

The role requires experience in revenue policy and administration; analytical and communication skills; previous experience working on internationally funded projects. Candidates with experience of working with the Ethiopian Revenue and Customs Authority (ERCA) and / or the Ministry of Finance and Economic Cooperation (MoFEC) in Ethiopia are preferred.

Experts are sought at all levels, though candidates should have a minimum of 3 years of relevant experience.
