Tax Transformation Office Advisors

Background:

In February 2017, the Ethiopian Revenue & Customs Authority (ERCA) Director General established a Tax Transformation Office (TTO) within his office, with the objectives of supporting and delivering an ambitious tax transformation. The primary aim of the TTO is to support and track the implementation of a series of tax reform initiatives by enhancing escalation channels and reporting mechanisms across ERCA’s hierarchy and systems. The TTO is structured around Priority Areas for reform including Audit, Large Taxpayers Office, Organizational Health, Data and IT, Customs and Tax System. Each Priority Area consists of two to five initiatives, led by an Advisor. Maxwell Stamp is providing support to ERCA and the TTO, with UK DFID’s funds.

About the Role:

Advisors will work directly to support the Head of the TTO to ensure the success of the ERCA’s tax initiatives. Each advisor will be paired with a professional from within ERCA, whom they will be responsible for coaching and training. Responsibilities and duties will include:

  • Tracking and reporting initiative progress, including preparing reports for the TTO head and Prime Minister’s Office;
  • Problem solving with Initiative and Sub-Initiative Owners;
  • Building capabilities of and running trainings for Initiative Owners, Sub-Initiative Owners and other involved parties;
  • Mentoring and coaching ERCA TTO employees on project work and professional development, building skills in structuring and problem solving, project management and communication.

Required Qualifications:

The successful candidates will have:

  • Experience in change management and driving organizational change;
  • Ability to drive a team and work without supervision;
  • Transforming the processes of an organization, of particular value is background in driving organizational change through collaborating on initiatives with stakeholders;
  • Implementation design and delivery in an emerging market;
  • Excellent project management skills;
  • Proven ability to inspire, coach and develop others from different background;
  • An entrepreneurial can-do attitude to overcome barriers and enact

Distinct qualifications will be prioritised for the different priority areas:

  • Audit: 5-7 years’ experience in tax audit in an international audit firm;
  • Large Taxpayers Office: 5-7 years’ experience in management consulting, finance, or strategy roles with strong problem solving abilities.

Other information:

  • The role will be based in Addis Ababa and will come with a competitive salary. We are looking for candidates who are able to start in May. The contract will end in April 2019, with possibility of extension.
