1 Background
HP+ is a five-year project funded by the U.S. Agency for International Development (USAID) and implemented by a consortium of partners, led by Palladium. In Cambodia, HP+ works to increase sustainable, predictable, and adequate financing for key health programs and to improve social health protection policy implementation. The project builds on the efforts of multiple USAID/Cambodia activities and assists the Royal Government of Cambodia to increase domestic resource mobilization for priority health areas and ensure the effective and efficient management of resources. Objective 3 of HP+ Cambodia workplan focuses on tuberculosis (TB) and is to: Increase domestic resources for TB accompanied by more integrated TB service delivery, improved strategic planning, and more robust TB management information systems (TB-MIS) . HP+ is supporting the Ministry of Health’s National Center for Tuberculosis and Leprosy Control (CENAT) to reach this objective.
The TB-MIS was customized by local programmers by a previous project using the existing open-source application e-TB Manager and is web-based. The programing work is done in Java. Following a pilot phase in Cambodia, the TB-MIS was launched nationwide in January 2018. Currently, HP+ has a team of software developers supporting CENAT in the management and improvement of the TB-MIS.
Accordingly. HP+ Cambodia is seeking an ICT expert to conduct a system assessment of the TB-MIS, review HP+ support effort in terms of strategy and efficiency, review TB-MIS architecture in view of a systematic evaluation and subsequent modifications to the design required by the end of 2020.
1 Tasks
* Develop a project plan for the system assessment that includes an overview of the assessment process, timelines and required information to be collected from the project team and relevant stakeholders
* Conduct desk review of TBMIS user and system documentation to understand system design, architecture and system work flows. Follow-up with in-country staff remotely as needed to collect and review available information
* Develop necessary tools / protocols to conduct the assessment in accordance with the agreed upon project plan
* Carryout the assessment in-country, meeting with stakeholders, project staff and reviewing the code against requirements.
* Develop report with findings and recommendations for improving the TB-MIS system and implementation.

Requirements
* Advanced programming experience using Java and C#
* Understanding of object-oriented principles and multi-tiered architectures
* Understanding of MySQL database, SQL Queries and Stored Procedures
* Experience designing, testing, and implementing information and data management systems, including mobile applications, transactional systems and business intelligence implementations.
* Experience in developing lifecycle documents, including Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Software Requirement Specifications based on international standards, such as UML.
* Experience working in CI/CD environments with knowledge in Git.
* Ability to work in a dynamic and agile environment with changing requirements and priorities.
* Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels.
* Previous experience working on USAID or other donor funded projects, especially with global good digital software
* Fluency in English
Duration
* The assignment requires approximately 20 days of work over the duration from August 16 to September 30th 2019, including a two-week trip to Phnom Penh, Cambodia.
