Results for Development (R4D) and the Bill and Melinda Gates Foundation are seeking an African- based institution to host a Strategic Purchasing Africa Resource Centre (SPARC). The successful applicant will provide expertise to willing African countries that require support in strategic purchasing of health services and medicines. The project will run for an initial four years but is meant to be an ongoing, self-sustaining initiative rather than a time-based project.

In this regard Amref Health Africa invites suitable applicants for the following positions to be filled contingent to the organization being selected to host the SPARC.

OVERALL JOB DESCRIPTION:

The Team Lead will provide technical leadership in establishing and maintaining a database of Africa-based experts to be deployed by the SPARC project; generating demand for the services offered by SPARC, knowledge management, including overseeing the joint learning activities under the project, and collating and submitting quality and timely reports to the project donor.

MAIN RESPONSIBILITIES:

Technical leadership

  • Provide leadership and technical direction to the project on the three objectives:

knowledge management, demand creation and strategic purchasing;

  • Provide a packages of assistance on strategic purchasing based on country demand;


Collaboration

  • Closely collaborate with government teams, relevant institutions and program partners;
  • Develop a system for pairing regional/global experts with country needs leveraging existing technical assistance and funding vehicles;

Demand generation

  • Develop and roll out a country demand assessment and a strategy for demand creation for the services offered by SPARC;
  • Establish and maintain an expert roster of individuals and institutions identified through global and regional partnerships or direct country engagement;


Donor Liaison

  • Liaise with the Executive Director to attend calls or meetings to discuss progress with the project donor
  • Ensure periodic progress and financial reports are compiled to the required standards and submitted on time;

Knowledge management

  • Establish and roll out a system for collecting and synthesizing country implementation experience;
  • Translate the SPARC implementation experience into accessible resources, knowledge products, and tools;

EDUCATION REQUIREMENTS

  • Advanced degree in Public Health, Social Sciences, International Development or other relevant field;
  • Post graduate qualification and experience in strategic purchasing and supplies;
  • At least 7 years’ experience managing and providing technical oversight to a similar project;
  • Proven track record in international development project management, including: knowledge management, strategic planning and client relationship management;
  • Willing to travel within the region and across the Africa continent;
  • Fluent in speaking, reading and writing in English and French; Portuguese desirable.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Strong interpersonal skills and experience working with cross cultural teams;
  • Knowledge and experience in project monitoring and evaluation.
  • Excellent analytical skills, as well as the ability to express facts and ideas in a clear, convincing and organized manner.
  • Proficiency in Microsoft Office suite.
