About the Role:
IPE Global is seeking a full time, team leader to be based full-time in Kigali to lead the delivery of the programme. The 5-year programme is a politically smart, flexible and demand driven technical assistance programme to support government ministries at the national and sub-national level in Rwanda and possible future expansion countries. The goal of CIG East Africa is to:
- Improve urban development and productivity;
- Increase investment into infrastructure services, particularly where it directly supports growth, including through innovative ways of attracting private, and increasing public, financing; and
- Drive better asset and financial management for sustainable investment into services, namely host governments’ ability to plan, finance and manage its infrastructure assets and services.
Reporting to the Team Leader will be a full-time Programme Manager and two technical thematic leads. The Team Leader will report to the UK-based Contract Director.
This is an exciting role, with a technically strong, enthusiastic and well-connected team that will be working on some of the most interesting and challenges in East Africa.
Key responsibilities of the Team Leader:
The Team Leader will be responsible for:
• Providing high quality technical and strategic guidance and control on the programme, with overall responsibility for delivery of logframe outcomes and oversight of the delivery of outputs by the workstream leads;
• Oversee – with ultimate responsibility for - the performance team the core team, consultants and subcontractors;
• Working closely with the Programme Manager, ensure that appropriate, effective and efficient systems are in place to plan, monitor and implement the programme;
• Day-to-day relationship management with the DFID Regional Advisor; acting as primary
contact between the programme and counterparts in DFID for all non-commercial and
contractual issues;
• Establish and maintain effective working relationships with relevant agencies, organisations,
programmes, development partners, and the private sector;
• Monitoring programme activities and budgets to ensure that key deliverables are met and
value for money is ensured;
• Ensure that all reports and thought leadership content is of high quality, is relevant and
concise and that the programme effectively disseminates knowledge, lessons learned, and
best practices;
• Ensure compliance to the DFID code of conduct – including safeguarding commitments – and
that related policies and practices are proactively imbedded across the team;
• Line management responsibility for the Programme Manager and the two component leads.
Key competencies / job requirements for the Team Leader:
The following section outlines the minimum criteria for the candidate:
• Experience in managing a programme or portfolio of multiple projects simultaneously;
controlling project spend, work plan and managing project team members;
• Experience in providing advisory services, technical assistance and capacity building to
national and local government departments / institutions in sectors and technical disciplines
relevant to CIG;
• Excellent report writing, presentation, and communication skills (verbal and written);
• Experience in team performance management;
• Excellent attention to detail and organisation skills.

About CIG East Africa:
CIG East Africa is a demand-led, rapid-response technical advisory facility providing TA and capacity building to MDAs at the national and sub-national level. CIG East Africa will begin in Rwanda but the contract includes scope for the programme to expand to other countries in the region. Ethiopia is likely to be included as an expansion country relatively early in the contract. Other countries for possible future expansion within the contract are Tanzania, Malawi and Somalia.
