Responsibilities Under the general supervision of the Director of the Africa Division, Office of Operations, Department of Peacekeeping Operations (DPKO)and in coordination with the New York-based team and the African Union(AU), the Team Leader in Addis Ababa will elaborate and implement DPKO overall strategy and action plans with regard to support to African peacekeeping capacity to plan, deploy and manage peace support missions, at both the headquarters and field levels. The Team Leader is responsible for the management of the AU Peacekeeping Support Team (AUPST), including military, police, logistical, finance/budget and information/communication staff, and will provide input to the AU planning of peacekeeping related activities. The Team Leader will oversee the management of, and monitor the development and progress of, DPKO assistance to the AU and African sub-regional organisations; provide guidance to staff; respond to or initiate contacts with a wide range of interlocutors, including in the AU Secretariat; participate in relevant workshops / conferences and other events; and will participate in the planning of related activities. The Team Leader will be responsible for drafting numerous and often sensitive documents, including reports to the General Assembly and the Security Council. The Team Leader will also coordinate input from various UN entities in relation to assistance to African peacekeeping capacity and liaise with donors. The Team Leader will coordinate closely the activities of the Addis Ababa-based Team – which will be primarily focused on UN action to assist in enhancing African peacekeeping capacity – with the Head of the UN Darfur Assistance cell (where relevant) and the Head of the UN Liaison Office to the AU, in order to ensure a coherent and sustained support to the AU.
Competencies Professionalism: Knowledge of the work of the United Nations and of the functions, priorities and policies of the Department of Peacekeeping Operations and its activities at both Headquarters and in the field. Ability to identify and analyse key issues and conduct independent research and analysis, to formulate options, draw conclusions and make effective recommendations. Ability to prepare substantive proposals and policy papers, as well as to produce reports on political, military and other relevant issues. Ability to design programmes and prepare supporting documens for seminars/workshops, act as resource person and to conduct presentations; ability to monitor, coordinate and communicate information and provide authoritative policy advice effectively. Ability to coordinate and monitor the work of large organizational units, including as regards the planning, deployment and management of complex peace support operations and to maintain exceptional attention to both detail and the larger responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Planning and Organizing: Identifies priority activities and assignments; adjusts priorities as required; ability to meet tight deadlines. Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience. Client Orientation: Establishes and maintains productive partnerships with clients, typically with African troop contributing countries, AU partners, donors and other stakeholders, by gaining their trust and respect. Managing performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member.
QUALIFICATIONS Education Advanced university degree (Master’s or equivalent) in political or social sciences, international relations or law, history or economics, with studies in diplomatic relations and peacekeeping. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of 10-years progressively responsible experience in political analysis, peacekeeping and diplomacy at the international level is required. At least one year experience in UN peacekeeping or other field operation, preferably in Afrcia is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language, preferably French, is highly desirable.
