Job Description

Overview

SoCha is a US-based international development monitoring and evaluation (M&E) firm that is preparing to bid on Millennium Challenge Corporation (MCC) evaluation of threshold programs in The Gambia and Togo. SoCha expects that MCC will release the solicitation in early 2026 and the evaluations to begin in April. SoCha will determine the size and duration of the evaluations after MCC releases the final solicitation.  

SoCha is  is recruiting for a Team Leader to lead both evaluations as the principal evaluator. SoCha will include the successful candidate as a Key Personnel position in its technical proposal. 


Core Responsibilities

  • Provide overall leadership, management, and technical direction for both the Gambia and Togo independent evaluations. 
  • Serve as the primary point of contact for MCC’s M&E Lead and the Evaluation Management Committee. 
  • Develop and finalize the integrated Work Plan and the two Evaluation Design Memos, ensuring they respond to the evaluation questions and MCC guidance. 
  • Ensure all evaluation activities adhere to MCC’s independence policy, ethical standards, and TREDD guidelines. 
  • Secure feedback and buy-in from MCC, local stakeholders, MCAs, and other entities as required.  
  • Lead the development of data collection materials and protocols, ensuring alignment with MCC’s Common Indicators and international and sector standards. 
  • Oversee all data collection, cleaning, analysis, and interpretation. 
  • Author and ensure the quality of the two draft and final evaluation reports, including responding to reviewer feedback. 
  • Lead up to three dissemination events and prepare presentation materials. 
  • Manage the team, budget, and timeline, submitting monthly progress reports. 

Required Qualifications:

  • Master’s degree or PhD in International Development, Economics, Public Policy, Evaluation, or a related social science field. 
  • Minimum of 8 years of experience leading complex, mixed-method project evaluations in developing country contexts.  
  • Experience working in Francophone Africa, with experience in The Gambia and Togo desirable.  
  • Previous experience with MCC and understanding of MCC’s Policy for Monitoring and Evaluation is greatly preferred.  
  • Proven leadership of at least two evaluations of policy/institutional reform or systems strengthening programs using performance evaluation methodologies.  
  • Proven strong evaluation report authorship skills.  
  • Extensive experience coordinating with developing country governments, ministries, utilities, and local NGOs for evaluation design and implementation. 
  • Proven understanding of governance in the energy or ICT sectors. Familiarity with both sectors is a strong advantage. 
  • Professional proficiency in English. Professional proficiency in French is a strong asset. 
  • Experience with Problem-Driven Iterative Adaptation or similar iterative, problem-solving approaches is highly preferred.
