Job Description

GOPA is looking for a Team Leader for the TA to Human Resource Development Programme phase 2 (HRDP2) (tender phase).

The overall objective of this contract will be to promote the development of human resources through education system improvement, and especially technical and vocational education and training (TVET). It shall be noted that the HRDP2 project is aligned with sector policies of the Government of Papua New Guinea.

The purpose of this contract is to provide technical and advisory services to ensure the effective and timely implementation of HRDP2.

The operational base for the project is the capital city of Papua New Guinea, Port Moresby, with occasional field visits. The intended commencement date is 1.8.2014; period of implementation is expected to be a maximum of 42 months.

Requirements:

  • Post-graduate degree in education, management, human resource development or similar
  • Min. 10 years of experience in technical assistance projects
  • Min. 5 years of experience as a team leader in projects with a budget of at least 2 million Euro
  • Successful management of at least 2 complex projects funded by the EU
  • In-depth knowledge of EDF procedures and regulations, finance and contractual management of EU-funded projects, procurement according to PRAG regulations
  • Min. 10 years of experience in TVET
  • Regional experience in African, Caribbean and Pacific countries (Pacific experience preferred)
