Job Description

Technical Assistance (TA) to Support the Ministry of Agriculture

Health of Ethiopian Animals for Rural Development (EU-Heard) project Adis Ababa.

The EU is launching the Health of Ethiopian Animals for Rural Development project Adis Ababa (EU-Heard). The aim is to improve public and private veterinary services delivery in Ethiopia. GOPA Consultants and AFCi International joined forces to participate in this tender and are setting up an expert team. Our consortium is searching for a team leader to coordinate a team of international and national long and short term experts.

Project description

The TA team will consist of one Team leader (animal health services delivery systems) and a national long term key expert (livestock/planning and Monitoring expert), as well as a team of no key short term experts. The HEARD TA service team will be based in Addis Ababa at the Ministry of Agriculture office of Ethiopia, and will be requested to travel in different HEARD intervention locations in the three target and other regional states of the country as per detailed action plans to be developed. Starting date of the project is planned to be in February 2020 and the implementation duration is going to be 36 months.

The project aims to fulfil international standards as set out by the Performance of Veterinary Service (PVS) analized by the World Animal Health Organization (OIE). The identified gaps in Ethiopian Animal Health shall be filled, such as the

  • Lack of enabling legislation for governance of Animal Health,
  • Poor vertical integration of information on disease incidence and prevalence,
  • Uneven competence levels across regions, and
  • Disproportionately low access to services in isolated areas.

5 Grant beneficiaries - The Technical Assistance Team will assist the:

  1. Ethiopian Ministry of Agriculture (MoA)
  2. International Livestock Research Institute (ILRI)
  3. Oromia National Region state: Bureau of Livestock and Fisheries Development
  4. Amhara National Regional state: Livestock Resource Development and Promotion Agency
  5. Somali National Regional state: Somali Livestock and Pastoralists Development Bureau

The three expected results are:

  1. The quality of public and private veterinary services strengthened and delivery optimised
  2. Technical competences of veterinary service providers improved; and
  3. Food safety of primary products of animal origin improved and better control of zoonotic diseases achieved.

Qualifications of the key expert 1 (Team Leader)

General professional experience:

  • University degree in veterinary medicine, Animal Science, agricultural economics, or equivalent.
  • Post graduate degree in a relevant field of veterinary speciality (e.g. Veterinary Epidemiology, Veterinary Public Health, etc.) would be considered an asset;
  • Minimum 15 years of relevant professional experience in developing countries, with 7 years specific and relevant experience of working in developing countries, preferably in Sub-Saharan Africa and in particular in the Horn of Africa Region;, and at least 5 years as team leader in large programs/projects;
  • Excellent analytical, communication and reporting skills including solid experience in field assessments and participatory data collection;
  • Initiative, tact and proven ability to maintain harmonious working relationships in a multicultural setting.
  • Demonstrated ability to work in multi-disciplinary team of experts;
  • Proficiency in English and in the use of common word-processing and spread sheets;
  • Profound knowledge of and experience with EU project cycle management, implementation of Grants and EDF rules and procedures;

Specific professional experience

  • Proven experience in public-private animal health services delivery systems, and the regulatory framework and epidemio-surveillance systems;
  • Experience working at a top-tier consulting firm, livestock sector including health and value chain.
  • Solid knowledge of capacity development challenges in public sector Agricultural/livestock sector institutions in Sub-Saharan African countries;
  • In depth knowledge of the value chain and trade of live animals and their products;
  • Familiarity with the livestock production system in both crop producers, agro-pastoral and pastoral;
  • Solid proven professional experience in developing strategies, approaches, and tools for effective delivery of livestock services;
  • Proven working experience in conducting gender/ environment/ nutrition assessments in policy analysis, research, program design, implementation, monitoring, and evaluation;
  • Solid experience in undertaking desk literature reviews, analyses and syntheses for monitoring/evaluation and planning purposes;
  • Knowledge of the policy environment of Ethiopia’s livestock sector would be an asset.
