Description of the project

Prosperity Fund Brazil Energy Programme

In 2015, the UK Government launched the Prosperity Fund, a cross-government fund worth £1.2 billion, which aims at developing partnerships to support inclusive economic growth, mutual prosperity and progress towards the United Nation’s Sustainable Development Goals. The fund is designed to unlock potential in emerging economies by introducing innovation and expertise to accelerate and increase the inclusiveness of growth in areas including energy, finance, infrastructure, healthcare and education. The Prosperity Fund is supporting Brazil with programmes in the energy, urban development, trade and green financing sectors.

The Brazil Energy Programme (BEP)

The BEP leverages Brazil’s and the UK’s regulatory and technological competencies to make both countries global leaders in clean energy technology and regulation. Using Brazil’s natural advantages and UK’s experience in regulating integrating non-hydropower renewable energy technologies, BEP aims to accelerate Brazil’s transition to renewable energy in a way that can enhance gender equity and social inclusion and make Brazil a global leader in renewable energy solutions for emerging economies.

To achieve this, BEP will:

  • Help to strengthen regulation and market mechanisms to foster growth in solar, bioenergies, energy storage and offshore wind;
  • Support regulatory agencies and ministries to use natural gas as a transition fuel to support the greater involvement of renewable intermittent energy sources in Brazil’s energy mix
  • Demonstrate the potential of emerging technologies to increase renewable energy affordability for Brazil’s consumers, particularly those who are ‘energy-poor’

The BEP Consortium

The Brazil Energy Programme of the Prosperity Fund is implemented on behalf of the UK Foreign and Commonwealth Office by a consortium of Adam Smith International, Fundação Getúlio Vargas, Carbon Limiting Technologies, hubz, and Instituto 17, between 2020 and 2023.

Description of the Role

We are seeking a Team Leader for the Brazil Energy Programme. The Team Leader will be responsible for directing a workstream of advisory teams working with ANP, ANEEL, EPE and ONS, as well as other relevant institutions to support the analysis of existing regulations and policies and develop innovative frameworks, mechanisms and incentive schemes that can allow for the safe and sustainable growth of renewable energy. The Team Leader will also direct a workstream of research and development pilots to test the potential for emerging technologies to increase the affordability of renewable energies in Brazil. The Team Leader will be expected to develop synergies between the advisory and pilot workstreams through developing and implementing effective work plans, monitoring performance coordinating with Brazilian Government agencies and UK Government officials. The Team Leader will supervise key senior project staff and be supported by a project management team to ensure compliance with Adam Smith International rules and policies for project implementation.

Required Qualifications:

  • A demonstrated track record of leading teams and sub-teams of at least more than 10 people
  • Minimum of 10 years of demonstrated project leadership experience in the energy sector
  • Strong familiarity with energy sector and government institutions in Brazil
  • Demonstrated management experience on complex (preferably donor-funded) projects
  • Technical expertise in at least one renewable energy sector, including: Bioenergies, Wind, Solar, Storage, Smartgrids or Natural Gas (as a transition fuel)
  • Experience of managing results frameworks
  • Excellent oral, written, and verbal communication abilities in English and Portuguese
  • Experience working internationally highly desired.

Supervision: The Team Leader will report to the Programme Director.

Main office location: Brasilia, Rio de Janeiro or Sao Paolo (with extensive travel across all three)

Project end date: March 2023
