Team Leader/Evaluation Specialist – Evaluation of Syria Northeast Programming
Pillar Systems Corporation seeks to recruit a Monitoring and Evaluation (M&E) Team Leader for an upcoming evaluation of Department of State (DoS) funded programming to determine the extent to which DoS has been able to achieve its goals in Northeastern Syria, where US assistance strategy is anchored on the city of Raqqa. Programming in Raqqa has prioritized stabilization activities to help ensure a lasting defeat of ISIS, prevent the return of ISIS or other extremists, and contribute to the restoration of daily life to allow those Syrians who choose to return home to do so safely. Assistance priorities include the removal of explosive remnants of war (ERW) and the restoration of essential services. The U.S. approach in Northeastern Syria is both bottom-up and top-down, working with a range of local actors including civil society, community-based organizations, and local governance entities.
DoS seeks an independent evaluation of its Syria programming to serve the following purposes:
Analyze the overall, outcome-level effects of its programming in Northeastern Syria since 2017.
Roles and Requirements
The Team Leader will be responsible for working with relevant stakeholders to define the SOW to align with DoS objectives, leading the design and implementation of evaluation activities, quality assurance, budgetary oversight, supervision of any technical staff, and leading the writing of the final evaluation report. The successful candidate will have experience utilizing mixed-method approaches to evaluations in the international context with the Department of State, USAID, or other donor agencies, ideally in the MENA region and/or conflict type environments.
