Overview:

CAMRIS International’s USAID Nepal Monitoring, Evaluation and Learning (MEL) Project supports the achievement of USAID/Nepal’s Country Development Cooperation Strategy (CDCS) development objectives by assisting the Mission in planning, designing, conducting, disseminating and learning from more rigorous monitoring and evaluation of development activities. This includes designing and implementing a mixed method evaluation design with focus both on qualitative and quantitative approaches, as well as providing expert analysis and technical assistance to USAID/Nepal’s programs.

CAMRIS seeks a team leader to lead the design and implementation of a baseline for a performance evaluation of the joint USAID, UNICEF and government of Nepal Zero Tolerance for Gender based Violence (GBV) in Schools (Zero Tolerance) Project. The Zero Tolerance Project aims to reduce the prevalence of school-related GBV and establish child and adolescent-friendly procedures to respond to incidents of GBV when they occur. The key performance evaluation questions include:

  • To what extent did the Zero Tolerance Project increase student sense of safety at school and reporting of GBV?
  • To what extent did the Zero Tolerance Project strengthen school responses and community referral systems for cases of GBV?
  • How did GBV knowledge and prevalence differ in schools receiving: a) education support, b) education and child protection support or c) no support?

The evaluation team plans to conduct a quasi-experimental evaluation using quantitative data collection and analysis of baseline survey data from the implementing partners, key indicators monitored by the Zero Tolerance project, and supplemented by a cost effectiveness analysis of the control and treatment groups. Similarly, the team will also collect few qualitative information to complement the study. The MEL project evaluation team will consult with UNICEF, USAID and the government of Nepal to gather relevant data to inform the performance evaluation.

Responsibilities:

The key responsibilities of the team leader include:

  • Provide technical guidance and strategic support to the evaluation team, including establishing control and treatment groups and an effective sampling strategy.
  • Provide oversight and management of the evaluation team, delegating tasks as appropriate.
  • Lead the process of drafting and finalizing the evaluation study design, evaluation work plan, data collection tools, evaluation briefing(s) and the evaluation report.
  • Steer effective communication with the A/CORs, relevant USAID Nepal, UNICEF and government of Nepal staff as well as external stakeholders.
  • Code and analyze both quantitative and qualitative data.
  • Coordinate closely with CAMRIS Kathmandu and headquarters staff.
  • Ensure quality and timely delivery of all work products.
Qualifications:
  • An advanced university degree, PhD preferred, in a social sciences field such as education, international development or affairs, social work, law, human rights, gender or women’s studies, or a similar field.
  • Minimum of 10 years of M&E experience, including five years of experience as a team leader or senior-level M&E specialist on evaluations of education, child protection, and GBV projects. Experience designing and conducting experimental and quasi-experimental evaluations is highly preferred.
  • Demonstrated experience leading research studies concerning sensitive subject matter in accordance with institutional review board and good evaluation ethics, especially related to the protection of children and minors.
  • Strong knowledge of USAID Gender Equality and Female Empowerment Policy.
  • Familiarity with USAID policies related to evaluation and performance management highly desirable, including experience creating and managing USAID M&E plans.
  • Qualitative and quantitative data analysis skills.
  • Excellent written and oral communication in English required.
