SIPU international AB is searching for consultants to undertake the assignment “Managing partner for support to a joint donor fund for human rights and international humanitarian law in the occupied Palestinian territory “. The overall objective of the programme is to contribute to the effective realisation of adherence to human rights and international humanitarian law in the occupied Palestinian territory and to influence the behaviour of the relevant duty bearers, including Israel, the Palestinian Authority and the de facto government in Gaza to that end, through civil society organisations supported by a consortium of donor countries.

Job Description
The consultancy task will primarily consist in setting up the (Human Rights) HR/ (International Humanitarian Law) IHL Secretariat and manage it in line with the Terms of References. Among others the following services need to be provided by the TL:

- Overall management of the project

- Organisational development of the Secretariat

- Development/upgrade of the programme framework

- Key liaison with the donor Consortium

- Developing appraisal, monitoring and capacity building initiatives

Qualifications of the Consultant:

We are looking for a team leader with international and local experience, preferably in the Middle East and more specifically in the oPt. The TL should have at least 15 years of relevant consultancy experience for the project. Previous work experience in the oPt, knowledge of IHL and the situation of CSOs in the oPt is a merit.

  • Expertise in Human Rights, Civil Society Support and Fund Management
  • Extensive experience of analysis, studies and evaluations
  • Extensive experience in project design and management and PCM
  • Extensive experience in policy dialogue and donor coordination
  • Documented practical knowledge of effective and efficient financial administration
  • Knowledge and experience in similar programs in the areas of democratic development and processes, human rights, international humanitarian law, rule of law, conflict sensitivity;
  • Practical knowledge in working with the following methods: advocacy, capacity building, facilitation of civil society-state relations, gender mainstreaming and human rights and IHL based approach;
