Job Description

Context:

The overall objective of the project of which this contract will be part is as follows: to further Vietnam’s integration into the global, ASEAN and sub-regional trading systems and to enhance EU-Vietnam trade and investment relations, maximizing the benefits for the country’s economic development, inclusive growth and poverty reduction.

Expert profile

Qualifications and skills:

  • A tertiary degree (equivalent to a degree allowing to pursue PhD studies, however, PhD is desirable) in law, economics or a relevant, directly related discipline;
  • Excellent knowledge of WTO/international trade policy, regional economic integration, as well as trade, investment and economic development issues;
  • Coordination and communication skills to link all technical and conceptual aspects of the project in an overall trade & development policy perspective;
  • Excellent English expression both orally and in writing;
  • Good skills in drafting reports, TORs and other documents;
  • Strong inter-personality and excellent leadership skills;
  • Sensitivity/knowledge of Asian economy, culture and customs.


General professional experience:

  • Extensive project and human management experience, including programme planning, budgeting, disbursement and progress monitoring in a developing country;
  • Experience of dealing at a senior level with governmental or private sector institutions;
  • Experience in working in a complex structure of government ministries and agencies, private sector organisations and companies;
  • Sound knowledge of and working experience in Asia and ASEAN would be an advantage.

Specific professional experience:

  • A minimum of 10 years of professional experience in international trade policy, trade law and/or treaties, in implementation of WTO commitments (preferably by newly-acceded countries), and FTA negotiations, related domestic legislation/regulation and institutional review;
  • Strong experience in providing trade-related technical assistance to public authorities in developing countries; in Asia and ASEAN would be an advantage;
  • Broad knowledge of some economic sub-sectors and/or “new generation” FTA issues and the links between trade policy and development, also concerning environment and social issues;
  • Excellent communication and drafting skills;
  • Proven knowledge and experience of EU project management procedures would be an advantage.
