Project Summary

The USAID/Indonesia Monitoring and Evaluation Support Project (MESP) works to improve the functioning and utility of USAID Mission performance monitoring, evaluation and project planning and design systems through a combination of targeted direct M&E implementation, expert technical assistance, formal training, knowledge sharing and M&E collaboration support. Under MESP, MSI has been asked to produce a retrospective of USAID’s environment portfolio in Indonesia over the past 25 years. The purpose of this Retrospective is to inform and enhance USAID programming in Indonesia.

Position Summary

MSI is seeking a team leader to lead production of a Natural Resources Management (NRM) Portfolio Retrospective in Indonesia. the Retrospective will (i) serve as a high-level record of USAID-supported NRM activities in Indonesia; (ii) demonstrate to key audiences what USAID’s investment has achieved in Indonesia and share lessons learned for programs to come; (iii) explain why NRM activities today are how they are, based on previous experience and lessons; (iv) provide inputs for the development of a new USAID/Indonesia Country Strategy (CDCS) and the associated Tropical Forests and Biodiversity Assessment planned for 2019; (v) inform USAID’s strategy for achieving a legacy of sustainable impacts in Indonesia’s NRM sector; (vi) reinforce the value of partnership and engagement in Indonesia to USG and the Government of Indonesia (GOI).

The team leader will be responsible for overall implementation and production of deliverables under this SOW. Retrospective work will begin on or around 1 January 2018 and will be completed by the end of June 2018. The anticipated level of effort for the team leader is 85 workdays, including two trips to Indonesia. The first trip to Indonesia will be early in 2018. This trip will be approximately seven (7) weeks in duration and will focus on planning, site research (up to five (5) sites) and data analysis. The second trip to Indonesia will be to present and launch the study, and will be approximately one (1) week long.

The team leader will be supported by MESP’s Jakarta office, which will include office support and logistics assistance. During this assignment, the team leader will be fully supported with research by senior Jakarta-based MESP researchers, four weeks of research and drafting assistance from MSI’s home office, and several weeks of assistance from a US-based research assistant.

Responsibilities

In collaboration with MESP and MSI staff, the team leader will:

  • Provide overall vision, leadership, and guidance of SOW implementation, both internally, with other team members and MESP, and externally, with USAID and other stakeholders. S/he will work closely with the USAID/Indonesia Environment Office (ENV) throughout this assignment.
  • Lead a week-long team planning meeting with MESP and USAID/ENV to design the Retrospective implementation plan and finalize the list of deliverables.
  • Guide the Retrospective team in developing data collection instruments, data collection plan, and analysis plan.
  • Lead a briefing with USAID/ENV prior to fieldwork.
  • Guide the fieldwork, data collection, and qualitative and quantitative data analysis.
  • Take the lead in drafting and finalizing SOW deliverables.
  • Present the Retrospective deliverables to USAID in Jakarta.
  • Undertake other tasks as required for the successful completion of the Retrospective SOW.

Required Qualifications

  • Advanced degree in natural resources management or a related field.
  • Minimum 15 years of professional experience in NRM.
  • Experience working in Indonesia and knowledge of Indonesia NRM programs funded by international donors preferred.
  • Experience in leading assessments or analyses of relevant NRM issues for international donors or organizations.
  • Familiarity with USAID environment programming.
  • Excellent analytical and personal communication skills.
  • Excellent analytical writing skills, particularly on deadline.
  • Fluency in quantitative and/or qualitative research methods.
