Job Description

Cardno has been shortlisted for an EU-funded Programme Technical Assistance (TA) to ACP Secretariat for the Intra ACP GCCA+ Programme and Climate Support Facility management.

A Brussels-based Programme Management Unit (PMU) will be set up in order to provide TA to the ACP Secretariat in the operational management of the 11th EDF Intra ACP Global Climate Change Alliance + (GCCA+) Programme. Technical assistance will consist of supporting the ACP Secretariat with any issues pertaining to the coordination of the GCCA+ components of the Financing Agreement in reference. This includes monitoring, knowledge management and communication/visibility. It will also consist of supporting policy dialogue and providing advice on requests for assistance under the Climate Support Facility + (CSF+) to ACP regional institutions and countries in order to complement and supplement the various components of the 11th EDF Intra ACP GCCA+ Programme.

Role

The Team Leader (TL) will be permanently based at ACP secretariat in Brussels and will have the overall responsibility for planning, coordination, implementation and reporting for all project activities. The TL will oversee all key and non-key experts. The TL will support the ACP Secretariat in the management of the ACP-EU Intra ACP GCCA+ programme components as well as in the development of strategic dialogue in relation to Climate negotiations and Paris Agreement implementation. The TL will liaise closely with the ACP Secretariat and the EC and keep both partners appraised on the progress in programme implementation. The TL will coordinate the activities with the other component of the Intra ACP GCCA+ programmes. The TL will be responsible for approving reports prepared by technical experts mobilized via the ACP-EU Climate Support Facility (CSF+)

Evaluation Criteria

Qualifications and Skills

• At least a master’s degree or equivalent in environmental science, development studies, economics, natural resource management or related fields

• An excellent verbal and written command of English and at least a working knowledge of French

• Excellent management and communication skills are essential

General Professional Experience

• At least 10 years of work experience, with increasing levels of responsibility, in the field of Climate Change and Environment sector development

• Substantial international consulting experience would be an asset

Specific professional experience

• Experience as Team Leader of at least one (1) Climate Change and Environmental development project

• At least five (5) years of work experience related to Climate Change/ Environment conventions negotiations process including; the development aspects of the Paris Agreement in particular:

• Good Knowledge of the ACP-EU dialogue on Climate Change as well as other dialogues related to development and Climate Change actions (SAMOA Pathways etc)

• Other preferred requirement: experience working together with ACP regional Economic Communities, experience managing EU-funded development cooperation programmes, experience establishing and implementing monitoring system of EU-Funded development cooperation programmes.
