SUMMARY OF THE PROJECT
INKLUSI, The Australia-Indonesia Partnership Towards an Inclusive Society, is a 5-year investment (2020-25) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.
INKLUSI continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian civil society organisations (CSOs) and social movements, including the women’s movement to advance GEDSI.
INKLUSI seeks to achieve two End-of-Program Outcomes:
1. Partner CSOs empower marginalised people in the areas of access to services and protection from violence, inclusive citizenship and participation, and economic recovery and livelihoods.
2. Partner CSOs, Government of Indonesia (GoI) and other stakeholders collaborate to influence systemic changes in GOI policy process, CSO enabling environment, and social norms and public
SUMMARY OF THE POSITION
The Team Leader (TL) provides high-level strategic leadership and oversight of program scope, ensuring program activities align with the program’s design, Government of Indonesia and Australia priorities, partner needs, and DFAT guidelines and regulations. The TL will represent the program at relevant meetings, forums, events, and committees, and facilitate the brokerage of relationships between Cowater, DFAT, Government of Indonesia, and Program Partners. The TL provides overall leadership to the INKLUSI Leadership and Senior Management Teams and overall team, ensuring effective coordination between all program units. The TL works closely with DFAT in the overall management and implementation of the program as well as GoI to ensure continued government ownership and engagement, including alignment with relevant GoI priorities.
KEY RESPONSIBILITIES
· Provide high-level strategic leadership and oversight of the program scope, ensuring program activities align with the program design, Government of Australia and Indonesia priorities, partner needs, program guidelines and DFAT guidelines and regulations;
· Represent the program at relevant meetings, forums, events, and committees, to the highest professional standard, and facilitate the brokerage of relationships between Cowater, DFAT, GOI, and Program Partners;
· Provide overall leadership to the overall INKLUSI implementing team with support from the Senior Management Team, ensuring effective coordination between all program units;
· Work closely with DFAT in the overall management and implementation of the program;
· Work closely through consultation and coordination with GOI to ensure continued government ownership and engagement, including alignment with relevant GOI priorities;
· Ensure effective communication and coordination between all program stakeholders;
· Oversee the implementation and coordination of program activities, in line with DFAT performance management standards, ensuring that requirements of the Managing Contractor Scope of Services are executed to the highest standard;
· Oversee the implementation of a communications strategy, ensuring the appropriate sharing of information, between and across key program partners and program stakeholders;
· Provide oversight, advice and strategic input on all program financial management, grants management, procurement, contracting, administration, and logistics functions, ensuring that all DFAT policy requirements are fulfilled;
· Provide high-level supervision to the monitoring of all activities implemented by INKLUSI;
· Lead the preparation and ensure timely endorsement of all program planning and reporting processes and program performance stories;
· Provide overall quality assurance of all program deliverables, ensuring they are submitted on time, are of high quality, and meet DFAT and Cowater reporting standards;
· Manage INKLUSI Team and relevant mobilisation of technical expertise, provide guidance and mentorship to the INKLUSI Leadership and Senior Management Teams and manage an overall HR plan for the program; and
· Proactively monitor and report on program risks and implement mitigation measures, in consultation with Cowater HQ and DFAT.
JOB REQUIREMENTS
· A post-graduate degree (Masters) in the following or related fields: social science, international development, business administration, etc.
The Team Leader will have the following skills, knowledge, and experience:
· Experience in management and implementation of large development programs,
· Demonstrated technical expertise in gender equality, disability and social inclusion, women’s economic empowerment, or related field, including experience working with indigenous peoples.
· High level policy, analytical and political economy analysis skills.
· Experience working with DFAT in a leadership position (minimum of 5 years) is a requirement for the role.
· Experience working in Indonesia particularly with the Government of Indonesia (particularly with BAPPENAS) AND Indonesian CSOs would be highly regarded.
· Proven experience managing multiple partnerships and developing and maintaining strong stakeholder relations.
· Demonstrated success working with government and the private sector to improve inclusive livelihoods, particularly for women and indigenous people.
· Excellent skills in leading and managing multi-cultural teams and working in a cross-cultural environment.
· High level interpersonal and communication skills, including the ability to convey concepts clearly and concisely.
· Ability to work well on a team of varying backgrounds and cultures
· Excellent communication in English language both written and oral
· Fluency in Bahasa Indonesian would be highly regarded.
· Knowledge of various methodologies and approaches (most significant change, RBM, etc.,)
