Job Description

We are currently pursuing a call for tenders on municipal solid waste management and are looking for a suitable team leader in this context.

Project Description

The project aims to improve the institutional and technical conditions for the development of a sustainable circular economy in Jordan, in collaboration with MoLA, GAM and MoEnv and intervention on national level as well as in selected Municipalities. In addition, an enhanced cooperation between the private sector and public sector must be achieved to reach the goal of this project.

In general, the project consists of Five “5” Work Packages that must be implemented:

  • Work package 1: Expert Pool
  • Work package 2: Capacity Development
  • Work package 3: Revision of National Solid Waste Management Strategy
  • Work package 4: Solid Waste Management Plans
  • Work package 5: Implementation of Pilot Projects

Main Tasks

  • Overall responsibility for the advisory packages;
  • Overall timely management of the project deliverables;
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level;
  • Technical support to the team as per the project requirement;
  • Taking cross-cutting themes into consideration (solid waste management capacity development, officer responsible for the commission, private sector participation, organisational/ institutional development, gender equality);
  • Staff management, identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts;
  • Ensuring that monitoring procedures are carried out;
  • Regular reporting in accordance with deadlines;
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at the client;
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase;
  • Maintaining contact with other donors active in the region.

Qualifications

  • Education/training: University degree (diploma or master) in technical or economic courses of study, related to waste, circular economy and climate issues;
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages;
  • General professional experience: 15 years of professional experience in the waste sector;
  • Specific professional experience: 6 years of experience respectively in at least two of the subjects: 1) Improvements in solid waste management on strategic level and at municipal level 2) Private sector participation 3) Circular economy 4) Organisational/ institutional development 5) Informal sector integration 6) Recycling value chains;
  • Leadership/ management experience: 5 years of management/ leadership experience as project team leader or manager in a company;
  • Regional experience: 3 years in Mashriq region, 1 year in Jordan;
  • Development cooperation experience: 6 years of experience in development cooperation context incl. GIZ assignments.
